Objectives

The primary objective of this tender is to appoint three qualified and experienced security service providers to deliver comprehensive security services across the Harry Gwala District Municipality and other municipal sites for a period of 36 months. The successful providers will ensure the safeguarding of municipal premises, property, personnel, and revenue, including VIP protection, banking escorts, emergency response, and access control.

Scope

The scope encompasses the provision of integrated security solutions across multiple municipal sites divided into three operational zones. Each zone will be assigned to one service provider, with no provider overseeing more than one zone. The services include:

• Deployment of armed and unarmed security guards at various municipal properties, water treatment works, pump stations, reservoirs, sewerage plants, VIP protection, and other sites listed in the tender.
• Operation of security equipment such as metal detectors, body scanners, CCTV, and communication devices.
• Access control, admission registers, patrols, incident reporting, and emergency response.
• Security personnel to work day and night shifts, including weekends and public holidays.
• Provision of security equipment, firearms, ammunition, and necessary licenses.
• Adherence to specified security standards, including PSIRA registration and training requirements.

Technical Requirements

The technical specifications include:

• Security personnel must be PSIRA-registered (minimum Grade C for guards, Grade B for armed personnel).
• Personnel must possess valid firearm licenses, driver’s licenses, and relevant training certificates.
• All security staff must be able to communicate effectively in English, be at least 18 years old, and have a clean criminal record.
• Deployment of firearms (pistols, shotguns) with licensed firearms and ammunition, maintained in secure registers.
• Provision of communication equipment such as radios, base stations, and incident registers.
• Implementation of access control procedures, visitor logs, and vehicle admission forms.
• Regular inspections, monthly service checks, and incident reporting protocols.
• Insurance coverage including public liability insurance of at least R10 million.
• Compliance with all relevant legislation, including the Machinery and Occupational Safety Act and the Prevention and Combating of Corrupt Activities Act.

Skills Requirements

Applicants must demonstrate:

• Proven experience in providing physical security services, with at least 4-6 relevant projects documented.
• Capability to deploy and manage security personnel across multiple sites and zones effectively.
• Qualified security personnel with PSIRA registration, firearm competency, and valid driver’s licenses.
• Ability to operate security equipment such as metal detectors, body scanners, CCTV, and communication devices.
• Competence in emergency response, incident investigation, and reporting.
• Strong organizational skills to manage duty rosters, security logs, and asset protection.
• Financial stability evidenced by a bank rating and insurance coverage.
• Capacity to provide ongoing staff training, supervision, and quality assurance.
