Objectives

The primary objective of this tender is to appoint a competent service provider to upgrade and develop Mogwadi Sports Facility into a modern, inclusive, multi-purpose sports complex that promotes community development, youth engagement, and local talent. Specific aims include constructing a new grandstand, ablution facilities, outdoor gym, indigenous games area, and improving infrastructure such as water, sewer, electrical systems, access roads, and parking, all while creating employment opportunities through labor-intensive construction methods.

Scope

The scope encompasses comprehensive refurbishment and construction activities, including:

• Construction of a 450-seater precast concrete grandstand with roofing.
• Development of ablution facilities, guard house, dressing rooms, and management center.
• Surfacing of an athletics track with Styrene Butadiene Rubber (SBR) layer.
• Extension of water supply, sewer reticulation, and stormwater drainage systems.
• Installation of floodlighting, access roads, parking areas, signage, and site furniture.
• Construction of outdoor gym and indigenous games platforms.
• Site earthworks, landscaping, and rehabilitation.
• Implementation of labor-intensive construction practices to generate work opportunities.

Technical Requirements

The technical requirements include adherence to:

• Design and construction standards as per SANS 1200 series, COLTO specifications, and relevant environmental and safety legislation.
• Construction of structures such as grandstands, ablution blocks, and drainage systems in accordance with approved drawings and specifications.
• Installation of electrical systems, floodlights, and water/sewer reticulation in compliance with safety standards.
• Environmental management measures, including erosion control, vegetation preservation, waste management, and pollution prevention, as detailed in the Environmental Management Plan (EMP).
• Labor-intensive methods with proper supervision, safety, and health protocols.
• Proper site establishment, traffic management, and safety signage in accordance with SANS 1921 standards.
• Compliance with Occupational Health & Safety Act, including hazard identification, risk assessments, and safety training.

Skills and Skills Requirements

The tenderer must demonstrate the capacity to deliver the project with the following skills and management competencies:

• Management and supervisory staff with a minimum of 15 years’ proven experience in construction and managing civil engineering projects, including sports facilities.
• Qualified Civil Engineers or Technologists registered with ECSA, with relevant professional certificates.
• Site foremen and supervisors with at least 8-10 years’ experience in civil construction and labor-intensive methods.
• Specialist skills in earthworks, drainage, concrete works, and structural steelwork.
• Environmental management and safety officers with relevant training and experience in construction safety, environmental legislation, and hazard management.
• Experience in labor-intensive construction, including managing unskilled and semi-skilled workers, with skills in training, safety, and health protocols.
• Ability to develop and implement quality assurance, environmental management, and safety plans.
• Capacity to coordinate multiple disciplines, manage subcontractors, and ensure compliance with technical and legislative standards.
