Objectives

The primary objective of this tender is to appoint a competent service provider to upgrade the Morebeng Combi Courts, including design and construction, ensuring the delivery of a modern, functional sports facility with amenities such as a tennis court, outdoor gym, indigenous games area, electrification, water tanks, and associated infrastructure. The project aims to enhance community recreation, sports participation, and local development, while complying with relevant legislation and environmental standards.

Scope

The scope encompasses the full design, upgrading, and construction of the Morebeng Combi Courts, including:

• Conversion of a tennis court into a multi-sport combi-court (soccer, netball, basketball, volleyball, tennis)
• Construction of spectator grandstand and seating
• Building of ablution facilities with disabled toilets and change rooms
• Refurbishment of existing buildings for change rooms
• Installation of boundary fencing, outdoor gym, indigenous games area, and water tanks with pressure pumps
• Electrification of the facility
• Provision of water supply, stormwater management, and landscaping
• Implementation of environmental and safety measures, including erosion control, waste management, and site rehabilitation

Technical Requirements

The technical requirements include:

• Design and construction of the combi-court with specified dimensions and standards
• Construction of associated infrastructure such as grandstand, ablution blocks, fencing, and water tanks
• Implementation of environmental management plans, including erosion control, waste disposal, and protection of natural features
• Compliance with South African standards (SANS, COLTO, etc.) for materials, safety, and environmental practices
• Provision of detailed drawings, specifications, and quality assurance procedures
• Adherence to project timelines and safety regulations

Skills and Skills Requirements

The tenderer must demonstrate the capacity to deliver the project through management and technical skills, including:

• Management of civil engineering and construction projects with proven experience
• Design expertise for sports facilities, including structural, civil, and environmental considerations
• Skilled supervision and management staff, including project managers, site agents, and engineers with relevant qualifications and experience
• Environmental management and compliance skills, including knowledge of environmental legislation and mitigation measures
• Health and safety management, including appointment of qualified safety officers and implementation of safety protocols
• Experience in community engagement, environmental awareness training, and site supervision
• Capability to prepare and implement quality control and quality assurance plans
• Ability to coordinate multidisciplinary teams and manage logistics, procurement, and environmental aspects effectively
