Objectives

The primary objective of this tender is to appoint a panel of six (6) qualified and experienced service providers to deliver reliable, safe, efficient, and legally compliant transport services for a period of thirty-six (36) months. The appointed panel will support municipal operations by providing transport services on an as-and-when-required basis to municipal officials, councillors, stakeholders, and community members, ensuring operational continuity, flexibility, and access to various vehicle categories.

Scope

The scope of work includes providing transport solutions to support municipal activities such as:

• Transporting officials, councillors, authorized personnel, and community members to various destinations as needed.
• Supporting municipal programs, meetings, workshops, public participation sessions, stakeholder engagements, conferences, training, site visits, and awareness campaigns.
• Providing vehicles on both scheduled and as-needed basis, within evaluated and approved vehicle categories.
• Ensuring vehicles are accessible for persons with disabilities where required.
• Maintaining vehicles in a safe, roadworthy, and compliant condition, with safety equipment as prescribed by law.
• Providing qualified drivers with valid licenses and Professional Driving Permits (PrDPs), ensuring professional conduct and safety standards.
• Covering operational costs including fuel, maintenance, tolls, parking, insurance, and driver subsistence.
• Adhering to relevant legislation such as the National Road Traffic Act, Occupational Health and Safety Act, and other transport-related standards.

Technical Requirements

The technical requirements include:

• Provision of a panel of six (6) service providers with proven experience in transport services.
• Demonstration of relevant experience through reference letters, contracts, or purchase orders for similar projects.
• Availability of a compliant fleet, including vehicles of categories: LDVs, minibuses, buses, and others, fully equipped with safety gear such as extinguishers, warning triangles, and first aid kits.
• Provision of a comprehensive vehicle maintenance plan, including servicing, inspections, and repairs.
• Development of an Emergency Response Plan with defined response times for breakdowns or emergencies.
• Provision of qualified drivers with valid licenses, PrDPs, and medical fitness.
• Availability of backup vehicles and replacement drivers to ensure uninterrupted service.
• Compliance with all legal and safety standards, with vehicle inspections and documentation verified by the municipality as needed.
• Submission of relevant permits, licenses, and certifications, including Transport Operating Licenses and PrDPs for drivers.

Skills Requirements

The skills and qualifications required include:

• Qualified, licensed, and experienced drivers with valid driver’s licenses and PrDPs.
• Drivers must be medically fit, professional, and adhere to traffic laws, municipal policies, and safety standards.
• Service providers must demonstrate capacity to manage and maintain a compliant fleet.
• Ability to respond promptly to operational requirements and emergencies.
• Capability to provide accessible vehicles for persons with disabilities when required.
• Experience in vehicle maintenance, safety compliance, and emergency response planning.
• Ability to maintain detailed operational records, incident reports, and maintenance logs.
