Objectives

The primary objective of this tender is to appoint a municipal panel comprising four attorneys or firms of attorneys to provide legal services to Matatiele Local Municipality. The appointment is for a period of three years, starting from the 2026/2027 financial year, ensuring ongoing legal support and representation for the municipality.

Scope

The scope of the tender includes:

• Selection and appointment of four attorneys or legal firms to serve as a municipal legal panel.
• Provision of legal services as required by the municipality over the three-year period.
• Engagement of legal professionals to handle various legal matters, including but not limited to legal advice, drafting, litigation, and other legal support services.

Technical Requirements

The technical requirements for the tender include:

• Submission of proof of registration with the Central Supplier Database (CSD).
• Completion of mandatory forms: MBD 3.3, 4, 6.1, 8, and 9, along with their annexures.
• Submission of an Ethics Commitment Form.
• Authority to sign the tender documents.
• Provision of relevant experience and personnel details demonstrating capability to deliver legal services.
• Adherence to the evaluation criteria, including functionality and preferential procurement policies.

The skills and qualifications required from bidders include:

• Proven experience in legal practice, particularly in municipal legal matters.
