Objectives

The primary objective of this tender is to appoint a panel of fifteen (15) qualified service providers to undertake construction works related to gravel access roads, bridges, stormwater works, and associated activities within the specified period of 36 months. The project aims to enhance infrastructure, ensure environmental compliance, promote local employment, and facilitate community participation through labour-intensive methods and structured training programs.

Scope

The scope of work includes:

• Construction and rehabilitation of gravel access roads, bridges, culverts, and related stormwater infrastructure.
• Implementation of environmental management, traffic control, safety, and quality assurance measures.
• Relocation and protection of existing services and utilities.
• Provision of site facilities, security, and accommodation for personnel.
• Participation in the Expanded Public Works Programme (EPWP) with emphasis on local labour employment and training.
• Environmental protection, erosion control, and waste management as per specifications.
• Community liaison and stakeholder engagement activities.
• Provision of structured training for EPWP workers, including generic, entrepreneurial, and construction skills.

Technical Requirements

The technical requirements encompass adherence to:

• Standard Specifications: COLTO Standard Specifications for Road and Bridge Works (1998 edition).
• Project and Particular Specifications: including environmental management, safety, quality control, and environmental impact mitigation.
• Construction methods: Labour-intensive techniques where specified, using hand tools and local labour, with plant only where necessary.
• Traffic management: compliance with South African Road Traffic Signs Manual and safety standards.
• Environmental controls: measures to prevent pollution, erosion, and disturbance to natural habitats and grave sites.
• Safety regulations: compliance with Occupational Health and Safety Act (OHSA) 1993, Construction Regulations 2003, and appointment of safety personnel.
• Service relocation: management and protection of existing services, with provisions for handling and compensation.
• Quality assurance: implementation of Quality Control Scheme 1, process control testing, and adherence to environmental and safety standards.

Skills Requirements

The skills and qualifications required from tenderers and their personnel include:

• Proven experience in civil construction, especially gravel roads, bridges, and stormwater infrastructure.
• Competence in labour-intensive construction methods and management of community-based workforce.
• Qualified safety personnel, including Construction Supervisor, Construction Safety Officer, and Health & Safety Representatives, with relevant certifications.
• Accredited training providers and trainers registered with the Construction Education and Training Authority (CETA), capable of delivering structured training programs.
• Skills in environmental management, pollution control, and waste handling.
• Ability to implement traffic management and safety measures in accordance with national standards.
• Capacity to manage service relocation, site security, and community liaison activities.
• Knowledge of environmental legislation, occupational health and safety regulations, and community engagement protocols.
