Objectives

The primary objective of this tender is to appoint a panel of six (6) service providers to undertake the construction of surfaced roads and stormwater-related works within Matatiele Municipality for a period of 36 months. The project aims to improve infrastructure, facilitate effective stormwater management, and promote local employment and skills development through labour-intensive construction methods and targeted training programs.

Scope

The scope of work includes:

• Construction and surfacing of roads as per standard and project specifications.
• Installation and construction of stormwater drainage systems, culverts, and related infrastructure.
• Site establishment, including provision of facilities, security, and utilities.
• Environmental management, including pollution control, erosion prevention, and waste management.
• Traffic management, signage, and safety measures during construction.
• Community liaison and engagement, including employment of local labour and targeted training.
• Relocation and protection of existing services as necessary.
• Implementation of labour-intensive construction methods where feasible.
• Compliance with environmental, health, safety, and occupational regulations.

Technical Requirements

The technical requirements encompass:

• Adherence to COLTO Standard Specifications for Road and Bridge Works (1998 edition) and project-specific specifications.
• Implementation of environmental management plans and pollution control measures.
• Provision of quality control testing and inspection as per Section 8200.
• Use of labour-intensive methods for specified activities, with appropriate plant and hand tools.
• Construction of roads, drainage, culverts, and related infrastructure in accordance with approved drawings and standards.
• Proper site establishment, security, and safety measures, including traffic control and signage.
• Relocation and protection of existing services, with appropriate handling and safety protocols.
• Implementation of environmental impact control measures, including erosion prevention, waste management, and pollution mitigation.
• Provision of structured training and employment of local labour under EPWP guidelines.

Skills Requirements

The skills and competencies required from tenderers include:

• Proven experience in road construction, stormwater drainage, and related civil engineering works.
• Knowledge of COLTO specifications and environmental management standards.
• Capacity to implement labour-intensive construction methods effectively.
• Ability to manage site establishment, safety, and traffic control measures.
• Competence in quality control, testing, and inspection procedures.
• Experience in community liaison, local employment, and skills development programs.
• Qualified personnel including site supervisors, safety officers, and environmental officers.
• Capability to coordinate service relocations, environmental mitigation, and waste management.
• Ability to deliver structured training programs aligned with EPWP and SAQA standards.
