Objectives

The primary objective of this tender is to establish a pre-approved panel of qualified and experienced Small Medium Micro Enterprises (SMMEs) with CIDB Grading 2 to 4. These contractors will provide maintenance and small works services to support the Housing Development Agency (HDA) in maintaining properties across various provinces in South Africa over a period of three years. The initiative aims to streamline procurement processes, ensure timely delivery of small-scale construction and maintenance services, and promote sustainable community development through efficient land and property management.

Scope

The scope of the tender includes:

• Class of Works: General Building, Civil Engineering, Corrosion Protection, Fire Prevention, Glazing & Curtain Walls, Landscaping, Lifts & Escalators, Road Marking & Signage, Waterproofing, Water Supply & Drainage, Steel Security Fencing, Mechanical Engineering, among others, applicable to CIDB Grades 2-4.
• Geographic Coverage: Properties located within various provinces of South Africa, including Eastern Cape, Free State, Gauteng, Kwa-Zulu Natal, Limpopo, Northern Cape, North West, Mpumalanga, Western Cape.
• Deliverables: Small-scale construction, maintenance, repairs, and related services as required by the HDA.
• Duration: The panel will be active for three (3) years.

Technical Requirements

The technical requirements for bidders include:

• Company Profile: Submission of company profile(s), organogram, and relevant experience in scope-related projects (minimum of 10 projects with testimonials/reference letters not older than 5 years).
• Team Composition: Site Agent/Technical Supervisor/Foreman with relevant qualifications (e.g., National Diploma/BSc/B-Tech in Building Science, Construction Management, Civil Engineering) registered with ECSA, SACPCMP, or PMI, and certified in Labour Intensive Construction (LIC) NQF Level 5 or 7.
• Health and Safety: A clearly defined Health and Safety Policy, assessment mechanisms, hazard control measures, and regular inspection/audit processes.
• Compliance: Proof of SMME status, registration on the National Treasury’s Central Supplier Database (CSD), and tax compliance status.
• Specific Goals: Evidence of compliance with specific goals such as Black Women Owned, Youth, Historically Disadvantaged South Africans, Disabled People, and Military Veterans, with supporting documentation.

Skills Requirements

Applicants must demonstrate:

• Proven experience in small-scale construction and maintenance projects relevant to CIDB Grades 2-4.
• Qualified and competent personnel, including site supervisors, safety officers, and technical staff, with appropriate certifications and registrations.
• Ability to develop and implement comprehensive health and safety plans.
• Capacity to deliver services across multiple provinces within specified timeframes.
• Compliance with legal, safety, and quality standards applicable to construction and maintenance works in South Africa.
