Objectives

The primary objective of this tender is to appoint contractors for the installation, repairs, and maintenance of water meters in the City of Ekurhuleni on an as-and-when-required basis, ensuring efficient water metering services aligned with the city's infrastructure and service delivery goals.

Scope

The scope encompasses the following key activities:

• Installation, replacement, repair, and maintenance of water meters (both bulk and domestic) across various locations within the city.
• Auditing existing water meter infrastructure and executing repairs or replacements as needed.
• Construction and reinstatement of pipelines, valve chambers, meter chambers, and associated infrastructure.
• Work on live water mains, including testing, disinfecting, and commissioning of pipelines and meters.
• Use of trenchless technology for road crossings and other infrastructure traversals.
• Ensuring minimal disruption to water supply and public services during operations.
• Adherence to safety, environmental, and quality standards throughout the execution of works.

Technical Requirements

The technical scope includes:

• Installation and replacement of water meters (sizes 15mm to 400mm) with all necessary appurtenances, including valves, fittings, and chambers.
• Use of trenchless tunneling methods for crossing roads and existing infrastructure.
• Compliance with relevant standards such as SANS 1200 series, SANS 4427, SANS 966, and other applicable specifications.
• Provision of quality control, testing, disinfection, and commissioning of pipelines and meters.
• Preparation and submission of as-built drawings, GPS coordinates, and photographic documentation for all installations and repairs.
• Reinstatement of surfaces, roads, pavements, and landscaping post-installation or repair.
• Adherence to safety, health, and environmental regulations, including hazard management and incident reporting.

Skills and Competency Requirements

The tenderer must demonstrate:

• CIDB contractor grading of 6CE or higher, or 5CEPE with relevant experience.
• Management and supervisory staff with a minimum of 3 years’ experience in water infrastructure projects.
• Qualified plumbers with Trade Test Certificates issued by recognized bodies (Department of Employment and Labour or equivalent).
• Experience in handling water meter installations, repairs, and replacements of various sizes.
• Technical expertise in pipe laying, jointing, testing, and trenchless tunneling methods.
• Knowledge of relevant standards, safety protocols, and environmental regulations.
• Ability to produce quality documentation, including as-built drawings, GPS data, and photographic records.
• Financial capacity to undertake the work, evidenced by bank or financial institution support.
• Experience in working with municipal infrastructure and understanding of the local context.

Overall, the contractor must possess the technical competence, management capacity, and resources necessary to deliver water meter installation, repair, and maintenance services efficiently, safely, and in compliance with all applicable standards and regulations.
