Objectives

The primary objective of this tender is to appoint qualified service provider(s) to replace traffic signal equipment and maintain traffic signal installations across the entire City of Ekurhuleni. The aim is to ensure continuous, efficient, and safe operation of traffic signals through maintenance, upgrades, and timely replacement of parts with the latest technology, thereby supporting effective traffic management and road safety within the city.

Scope

The scope encompasses:

• Replacement of traffic signal equipment including poles, heads, controllers, and related hardware.
• Maintenance of all traffic signal installations throughout the City of Ekurhuleni, including underground chambers, poles, heads, and electrical components.
• Provision of design, installation, testing, commissioning, and ongoing maintenance services.
• Execution of works at multiple sites simultaneously, covering all wards within the city.
• Handling of temporary works such as removal or relocation of street furniture and installation of temporary traffic control measures if required.
• Ensuring compliance with relevant standards, safety regulations, and quality requirements.

Technical Requirements

The technical scope includes:

• Use of approved, certified traffic signal hardware (LED heads, controllers, cables, etc.) compliant with SANS, SABS, and South African Road Signs Manual standards.
• Installation of traffic signals on approved poles, with proper grounding, retro-reflective tape, visors, and background screens.
• Provision of traffic signal controllers capable of manual, fixed-time, vehicle-actuated, and cable-less linking modes, with software for remote monitoring and diagnostics.
• Implementation of communication systems (GSM/GPRS, GPS, modems) for remote monitoring and control.
• Adherence to safety, health, and environmental standards, including occupational health and safety regulations and insurance requirements.
• Use of durable, weather-resistant materials with proper identification marks for all equipment supplied.
• Provision of comprehensive testing, commissioning, and final acceptance procedures, including documentation and record-keeping as per SARTSM standards.

Skills and Skills Requirements

The bidder must demonstrate:

• CIDB registration in a contractor grading designation of 4EP or higher.
• Qualified personnel including:
• Contracts Manager / Project Leader with relevant experience and qualifications.
• Electrical Trade Test Certified Electricians and Foremen.
• Supervisory staff with appropriate certifications and experience.
• Proven experience in installing and maintaining traffic signal systems, supported by reference letters and completion certificates.
• Financial capacity to execute the contract, evidenced by bank statements or pre-approval letters for at least R200,000.
• Compliance with occupational health and safety regulations, including submission of safety plans, certificates, and proof of insurance.
• Capability to provide remote monitoring, communication, and control systems, with technical support and maintenance expertise.
• Ability to execute works in accordance with technical standards, safety regulations, and environmental requirements.
