Objectives

The primary objective of this tender is to appoint qualified service providers to operate and maintain Solar PV plants across the City of Ekurhuleni. The service providers are expected to perform mechanical, electrical, and performance inspections, ensure optimal plant operation, and provide necessary resources, personnel, and equipment to sustain the plants from the date of award until 30 June 2028.

Scope

The scope of work includes:

• Performing daily mechanical, electrical, and performance checks and inspections on the solar PV plants.
• Conducting regular inspections such as mounting structure security, module integrity, electrical connections, inverter performance, and environmental conditions.
• Cleaning modules and replacing faulty or damaged equipment promptly.
• Providing minor materials and stock for routine repairs, with major equipment supplied by the City as needed.
• Attending to breakdowns and trips, ensuring plant safety, and maintaining plant cleanliness and security.
• Implementing safety protocols, insuring personnel, and adhering to occupational health and safety regulations.
• Providing detailed reports, energy performance data, and compliance documentation.

Technical Requirements

The technical requirements include:

• Availability of resources such as a Light Delivery Vehicle (LDV), professional electrical engineers/technologists, and qualified electricians.
• Experience with at least one completed project involving operation and maintenance of a 250kW solar PV plant.
• Provision of necessary tools, safety equipment, and minor stock for routine maintenance.
• Adherence to safety standards, including hazard recognition, PPE use, and safety plans.
• Compliance with all relevant legislation, standards (e.g., IEC62446), and municipal policies.
• Provision of insurance coverage, performance guarantees, and quality assurance measures.
• Capability to replace major equipment such as PV modules, inverters, and mounting structures when required.

Skills Requirements

The skills and qualifications required for bidders include:

• Registered professional Electrical Engineer or Technologist (ECSA registered).
• Qualified Electrician with relevant certifications (e.g., Wireman’s License).
• Experience in solar PV plant operations, electrical testing, and maintenance.
• Ability to perform detailed inspections, troubleshooting, and repairs.
• Knowledge of safety regulations, hazard management, and emergency procedures.
• Proficiency in generating maintenance reports, energy performance analysis, and compliance documentation.
• Demonstrated experience with similar projects, including references and completion certificates.
