Objectives

The primary objective of this tender is to appoint professional engineering service providers to deliver comprehensive consulting services for water and sewer projects. These services include planning investigations, feasibility studies, preliminary and detailed designs, procurement documentation, contract management, construction supervision, and project close-out for various infrastructure upgrades, renewals, extensions, and new developments within the City of Ekurhuleni over a multi-year period from July 2026 to June 2029. The overarching goal is to enhance infrastructure stability, improve service delivery, facilitate economic growth, and support the City’s infrastructure upgrade program.

Scope

The scope encompasses a broad range of engineering consultancy activities across multiple disciplines, including:

• Planning investigations, feasibility studies, and preliminary designs
• Preparation of procurement and construction documentation
• Management and administration of construction contracts
• Construction supervision and monitoring
• Project close-out reporting and handover
• Design and management of water pipelines, sewer pipelines, reservoirs, water towers, pump stations, telemetry, cathodic protection, and wastewater treatment works
• Environmental assessments, water use licensing, and bioremediation of contaminated areas
• Specialized services such as flow logging, sewer survey work, environmental authorizations, and technical assessments

The work will be executed in phases aligned with project stages from planning to close-out, with each phase requiring approval before proceeding.

Technical Requirements

• Compliance with the CIDB Standard Conditions of Tender and CIDB Standard for Uniformity in Construction Procurement
• Adherence to the MFMA (Municipal Finance Management Act) and relevant environmental legislation
• Provision of detailed design reports, survey data, and Building Information Models (BIM) in specified formats
• Implementation of environmental impact assessments, water use licenses, and bioremediation procedures as per applicable legislation
• Submission of comprehensive project documentation at each stage, including raw data, drawings, and models
• Provision of qualified personnel with relevant professional registration (e.g., ECSA registration), experience, and specialized skills
• Insurance coverage including professional indemnity, public liability, and occupational injury insurance
• Compliance with health and safety regulations, including submission of safety plans and PPE documentation
• Use of approved project management and contract administration procedures

Skills Requirements

• Registered Professional Engineers and Technologists in relevant disciplines (civil, mechanical, electrical, environmental, etc.)
• Experienced project managers with proven track records in water and sewer infrastructure projects
• Specialists in environmental assessments, water licensing, and bioremediation
• Skilled surveyors capable of flow logging, sewer survey work, and topographical mapping
• Personnel with expertise in Building Information Modeling (BIM) and CAD design
• Qualified environmental practitioners for environmental impact assessments and licensing
• Health and safety officers with relevant statutory certifications and experience in construction safety management
• Financial and contractual management skills to oversee project budgets, claims, and contract compliance
• Ability to coordinate multidisciplinary teams and manage multiple projects simultaneously
• Proficiency in environmental legislation, water management regulations, and municipal procurement procedures
