Objectives

The primary objective of this tender is to procure services for the refurbishment of transformers at the Elandslaagte and Wesselsnek substations, which are critical for maintaining efficient train operations between KwaZulu-Natal and Gauteng. The project aims to restore and enhance the reliability and safety of the substations to ensure uninterrupted power supply for railway operations.

Scope

The scope of work includes:

• Coordination, design, supply of materials, delivery, installation, and commissioning of transformer refurbishment works.
• Repair and testing of HV transformers at Wesselsnek (1 MVA) and Elandslaagte (5 MVA) substations.
• Replacement of cooling fins, re-gasketing, oil purification, sampling, electrical testing (Ratio, Insulation Resistance, Winding DC Resistance, Short Circuit Impedance), and reporting.
• Adherence to safety, access control, and environmental procedures during execution.
• Handover and commissioning of the refurbished transformers.

Technical Requirements

The technical requirements include:

• Completion of electrical tests at SANS accredited laboratories, including Dissolved Gas Analysis (DGA).
• Provision of detailed method statements demonstrating understanding of scope, safety, and quality assurance.
• Preparation and submission of project plans, schedules, and timelines for completing repairs within specified durations (less than 5 weeks for transformer repairs).
• Provision of proven experience in high voltage transformer oil purification, re-gasketing, electrical testing, and refurbishment of oil-cooled transformers.
• Supply of relevant certificates, purchase orders, and references within the last 5 years.
• Implementation of safety and environmental standards, including safety files, hazard assessments, and safety programs.

Skills Requirements

• Qualified electrical engineers and technicians with experience in transformer refurbishment and testing.
• Safety officers with valid safety management system certifications (NOSA, OHSAS, IRCA).
• Project management personnel capable of developing and executing detailed project schedules and timelines.
• Technical personnel with proven track record in high voltage transformer oil analysis, re-gasketing, and electrical testing.
• Skilled workers trained in safety procedures, environmental compliance, and equipment handling.
• Experience in working within substation environments, adhering to access control and safety protocols.
