Objectives

The primary objective is to procure a qualified contractor to deliver end-to-end substation services for Transnet’s freight rail network. The contract ensures reliable, safe, and efficient railway electrification infrastructure across designated corridors over a twenty-four (24) month period, supporting continuous freight operations.

Scope of Work

The successful tenderer will execute substation projects on an as and when required basis across the North and North-East Corridors. Core responsibilities include:

• Engineering design and documentation
• Procurement and supply of all substation equipment
• Repair, retrofitting, and modification of existing assets
• Physical installation, high-voltage testing, and final commissioning

Work initiation is driven by operational demand, requiring flexible scheduling and rapid mobilization capabilities.

Technical Requirements

• CIDB Grading: Minimum Contractor Grading of 8EP or higher
• Traction Electrification: Technical competence in 3KV DC and 25KV AC railway traction systems
• Distribution Networks: Capability to design, install, and commission 11KV and 6.6KV AC distribution substations
• Testing Protocols: Proficiency in HV/LV insulation testing, protection relay calibration, and system energization procedures
• Compliance: Strict adherence to South African railway safety regulations, electrical standards, and quality management systems

Skills Requirements

• Advanced electrical engineering qualifications and relevant professional registration
• Proven experience in high-voltage railway substation lifecycle management
• Strong project controls, resource allocation, and agile workforce deployment skills
• Expertise in CAD/BIM design tools, SCADA integration, and fault diagnostics
• Robust health, safety, and environmental (HSE) management practices tailored to active rail environments
• Financial stability and operational scale consistent with CIDB 8EP thresholds

“As and when required basis”: A flexible service model where work orders are issued reactively based on real-time network needs, preventive maintenance cycles, or emergency failures. This requires the contractor to maintain standby readiness, rapid response logistics, and scalable staffing to avoid operational delays.

Traction vs. Distribution Substations: Traction substations convert incoming grid electricity into the specific voltages (3KV DC or 25KV AC) used directly to power locomotives. Distribution substations step down voltage (11KV or 6.6KV AC) to supply auxiliary rail infrastructure, including stations, depots, signaling hubs, and administrative facilities.

CIDB 8EP Grading: A South African Construction Industry Development Board classification denoting contractors with advanced technical expertise, substantial financial turnover, and a demonstrated track record in complex Electrical Engineering projects.
