Objectives

The primary objective of this tender is to establish a two-year contract for the supply, servicing, repairs, and maintenance of mechanical equipment (HVAC) across Amathole District and Buffalo City Metro Cluster One. The contract aims to ensure continuous, reliable operation of HVAC systems, including standby generators and related equipment, through qualified personnel and adherence to safety and quality standards.

Scope

The scope includes:

• Supply of HVAC spare parts and accessories, including compressors, PC boards, etc.
• Routine maintenance, servicing, and repairs of split units, cassette units, mid-wall units, and other HVAC equipment in specified sites within Amathole and Buffalo City regions.
• Assessment, re-gassing, testing, and documentation of maintenance activities.
• Ad hoc repairs and emergency response within specified response times.
• Maintenance of standby generators and other mechanical equipment as specified in the site information.
• Provision of qualified personnel on standby for immediate repairs and technical support.
• Compliance with occupational health and safety legislation, environmental standards, and quality assurance.

Technical Requirements

The technical requirements include:

• Adherence to relevant standards: SANS 10231, SANS 10230, SANS 10232-1, PW371 specifications, and OEM standards.
• Completion of detailed maintenance sheets and inspection reports after each service.
• Use of approved and certified materials and equipment, with proper documentation and certificates of compliance.
• Implementation of safety procedures, including lockout systems, hazard identification, risk assessments, and emergency protocols.
• Provision of qualified technicians with recognized HVAC qualifications and experience.
• Proper site management, including safety signage, barricading, and environmental controls.
• Regular inspections, audits, and reporting on safety, quality, and operational performance.
• Response times for repairs: emergency repairs within 2 hours; routine repairs within specified timeframes.

Skills and Qualification Requirements

• Certified HVAC technicians with recognized qualifications and valid ID copies.
• Technicians must possess certificates as authorized refrigeration practitioners and safe handling of refrigerants.
• Experience in maintaining and repairing split, cassette, and VRV HVAC systems.
• Personnel must be familiar with OEM standards, safety regulations, and environmental standards.
• Competence in conducting risk assessments, developing safety plans, and implementing health and safety protocols.
• Ability to produce detailed inspection and maintenance reports, and documentation of all activities.
• Qualified personnel for electrical and mechanical installations, with relevant registration and certificates.
• Staff must be trained in safety procedures, PPE usage, and emergency response.
