Objectives

The primary objective of this tender is to establish a two-year contract for the supply, servicing, repairs, and maintenance of mechanical equipment (HVAC) across Amathole District and Buffalo City Metro Cluster Three. The contract aims to ensure the continuous and efficient operation of HVAC systems, including standby generators and other mechanical equipment, through qualified personnel and adherence to safety and quality standards.

Scope

The scope includes:

• Supply of HVAC spare parts and accessories, including compressors, PC boards, etc.
• Routine servicing and maintenance of split and cassette units in specified sites within the districts.
• Ad hoc repairs and investigations of HVAC units as required, including emergency repairs within specified response times.
• Replacement, installation, and commissioning of HVAC units and associated equipment.
• Maintenance of standby generators and other mechanical systems as per site requirements.
• Provision of qualified personnel for standby, repairs, and operational support.
• Compliance with occupational health and safety regulations, including submission of safety plans, risk assessments, and safety documentation.
• Adherence to environmental, safety, and quality standards, including OEM standards and relevant SANS specifications.

Technical Requirements

The technical scope encompasses:

• Completion of scheduled preventive maintenance and repairs according to OEM and SANS standards.
• Assessment, re-gassing, testing, and servicing of HVAC units, including occupation sensors for energy efficiency.
• Provision of certified technical personnel with relevant qualifications and experience in HVAC installation, maintenance, and repairs.
• Use of approved materials, equipment, and tools, with certification of compliance prior to installation.
• Implementation of safety measures, including fall protection, lockout systems, signage, and hazard management.
• Development and maintenance of Health & Safety plans, risk assessments, and emergency procedures.
• Regular site inspections, audits, incident reporting, and safety compliance monitoring.
• Provision of detailed reports, maintenance logs, and documentation for all activities performed.

Skills and Qualification Requirements

The tenderer must demonstrate:

• Registration with the CIDB in a minimum of Grade 3ME or higher for mechanical works.
• Proof of registration on the National Treasury Central Supplier Database.
• Valid CIDB grading certificate or CRS number.
• Qualified HVAC technicians with recognized refrigeration and air conditioning qualifications, including certificates as authorized refrigeration practitioners and safe handling of refrigerants.
• ID copies of technicians responsible for installation and repairs.
• Experience in executing similar HVAC maintenance projects, supported by references and completion certificates.
• Capability to supply and install approved HVAC materials and equipment compliant with SANS and OEM standards.
• Competence in health and safety management, including appointment of qualified safety officers, development of safety plans, and hazard management.
• Ability to provide qualified personnel on standby for emergency repairs and breakdowns.
• Knowledge of environmental management and compliance with relevant legislation and standards.
