Objectives

The primary objective of this tender is to establish a two-year contract for the supply, servicing, repairs, and maintenance of mechanical equipment (HVAC) within the Amathole District and Buffalo City Metro Cluster Two. The contract aims to ensure the continuous and efficient operation of HVAC systems and related mechanical equipment, including standby generators and other mechanical systems, across specified sites, with a focus on safety, reliability, and compliance with relevant standards and legislation.

Scope

The scope of work includes:

• Supply of HVAC spare parts and accessories, including compressors, PC boards, and other components.
• Routine maintenance, servicing, and repairs of split, cassette, mid-wall units, and other HVAC equipment across multiple sites within the specified regions.
• Ad hoc repairs and emergency response services, including assessment, re-gassing, testing, and supply of maintenance documentation.
• Replacement, installation, and commissioning of HVAC units as required, including cost estimation for new units and supply of materials.
• Maintenance of standby generators and other mechanical systems, including scheduled inspections, repairs, and operational checks.
• Provision of qualified personnel on standby for immediate response to breakdowns and emergencies.
• Compliance with occupational health and safety regulations, environmental standards, and project-specific safety requirements.
• Preparation and submission of detailed inspection reports, maintenance sheets, and compliance documentation.

Technical Requirements

The technical requirements specify that:

• All HVAC equipment and materials must meet the standards of SANS 10231, SANS 10230, SANS 10232-1, and PW371 specifications.
• Replacement units and materials must be of approved brands, equivalent or better in quality, and sourced from reputable manufacturers or accredited agents.
• All work must adhere to OEM standards, relevant SANS standards, and the latest revisions of applicable specifications.
• HVAC units and components must be installed, tested, and commissioned by qualified technicians with certified qualifications in refrigeration and air conditioning systems.
• All electrical and mechanical installations must be compliant with the Electrical Installations Regulations and other relevant safety standards.
• Preventative and scheduled maintenance must be carried out as per the manufacturer’s operation manuals and industry best practices.
• All repairs and maintenance activities must be documented, with detailed reports submitted to the client for record-keeping and approval.
• Emergency repairs must be responded to within 2 hours, with repair completion and reporting within specified timeframes.

Skills and Qualification Requirements

The tenderer must demonstrate the following skills and qualifications:

• Registration and certification of HVAC technicians, including valid refrigeration and air conditioning qualifications, and proof of being authorized practitioners.
• Technicians must possess valid ID copies and relevant certifications, including safe handling of refrigerants and compliance with SAQA evaluations for foreign qualifications.
• Personnel must have experience in HVAC system installation, maintenance, and repairs, with at least three project references of successfully completed similar work.
• Technicians and supervisors must be competent in electrical installations, safety procedures, and occupational health and safety regulations, with proof of registration with SACPCMP or relevant bodies.
• The contractor must provide qualified personnel on standby for emergency response, with appropriate training in safety, equipment handling, and site-specific safety protocols.
• All staff involved in the project must be trained in health and safety, with proof of induction and relevant safety certifications.
