Objectives

The primary objective of the tender is to implement a 36-month Ecosystem Restoration Program focused on controlling invasive alien plants within the Paradise Valley Nature Reserve. It involves ongoing control, eradication, and monitoring of invasive species to prevent re-establishment and expand restoration efforts to additional sites identified by the Biodiversity Management Department. Scope

The scope encompasses:

• Control of invasive alien plants (e.g., Paraffin Weed, Pearl Acacia, Indian Laurel, Syringa, Lantana, Bugweed, and others) across designated blocks within Paradise Valley Nature Reserve.
• Use of manual, mechanical, and chemical control methods in line with environmental standards.
• Regular monitoring, reporting, and documentation of control activities, including species controlled, areas cleared, methods used, and community engagement efforts.
• Community involvement, employment of local residents, and capacity building through training in invasive species identification, herbicide handling, and biodiversity principles.
• Extension of control activities to new sites as identified by the department to ensure broader ecological restoration.
• Coordination with stakeholders, including local communities, traditional leaders, and environmental agencies.

Technical Requirements

The technical scope includes:

• Implementation of invasive alien plant control using approved manual, mechanical, and chemical methods.
• Use of specified control agents (e.g., herbicides like Picloram + Triclopyr, Actipron) with adherence to best environmental practices and herbicide application guidelines.
• Provision of monthly progress reports with detailed data, maps, photographs, and community engagement records.
• Employment of qualified personnel, including project managers, site supervisors, herbicide applicators, and administrative staff, with relevant experience and training.
• Compliance with occupational health and safety legislation, municipal bylaws, and environmental standards.
• Provision of necessary equipment, PPE, tools, and vehicles, with evidence of ownership or lease arrangements.
• Monitoring and reporting on emerging weed species and control effectiveness.

Skills Requirements

The tenderer must demonstrate:

• Experience: Proven track record of at least 7 years in invasive alien plant control projects, including ecological restoration and small business development.
• Technical expertise: Knowledge of invasive species identification, control methods, herbicide application, and environmental management.
• Personnel qualifications:
  • Environmental-related qualifications for key staff (e.g., Project Manager, Site Supervisors).
  • Experience managing invasive plant control projects (minimum 4-5 years).
  • Herbicide handling and safety training.
  • Office administration skills for administrative staff.
• Equipment and resources: Ability to supply and maintain necessary tools, herbicides, PPE, and vehicles, with evidence of ownership or leasing arrangements.
