Waterloo Solar (RF) (Pty) Ltd, a special purpose vehicle (SPV) representing the 86 MWp / 75 MWac Waterloo solar photovoltaic (PV) power plant situated near the town of Vryburg, North-West Province, South Africa, is embarking upon a tender process to appoint an operation and maintenance (O&M) Service Provider with respect to the operation and maintenance of the Waterloo solar PV power plant. The term of the existing O&M Service Provider shall end shortly and hence there is a need to appoint a new O&M Service Provider for the next 5 year term.
Waterloo Solar (RF) (Pty) Ltd has appointed MPAMOT Africa (Pty) Ltd, an independent engineering firm, to oversee the tender process. The tender process shall consist of two (2) stages. First, a Request for Quotation (RfQ) stage shall be used to solicit interest from the market and pre-qualify suitable Bidders. Interested Bidders are required to comply with a set of RfQ evaluation criteria regarding previous O&M experience and their capability to provide the necessary O&M services (see accompanying document Ref Nr: R0000001336-MPA-AA01-OM-EC-0002) as well as provide a set of tender returnable documents as part of their Bid Response.
Successful Bidders will subsequently move to the second stage which will involve a Request for Proposal (RfP) for the required O&M Services based on a detailed set of O&M Employer’s Requirements and other applicable criteria. Further details concerning Stage 2 will be issued to the successful Bidders once the stage commences.
The deadline for confirmation of the intent to participate in the Tender Programme is Tuesday 19 November 2024 COB. The deadline for written clarification questions is Tuesday 19 November 2024 COB. A compulsory clarification session will be held on Wednesday 20 November 2024 to address all written clarification questions received, following which all clarification questions and the respective responses will be circulated to all Bidders who have expressed interest in participating in the Tender process. The deadline for Bid Responses for the Tender Programme Stage 1 RfQ is Friday 22 November 2024 COB. Bidders’ Bid Responses shall be submitted via email to Greg Prentice at [email protected] with the subject line Waterloo Solar PV O&M Tender Programme – Stage 1 RFQ. Submissions via a document sharing platform such as WeTransfer are also acceptable.
Waterloo Solar (RF) (Pty) Ltd reserves the right to pause and/or discontinue the tender process for the appointment of a new O&M Service Provider at any time during Stage 1 (RfQ) or Stage 2 (RfP) of the tender process. No potential Bidder shall have any recourse in any form against Waterloo Solar (RF) (Pty) Ltd should the process be paused and/or discontinued for any reason.
The Tender Process for the Waterloo solar PV power plant is being run in conjunction with a similar tender process for the Bokamoso and Matla A Bokone solar PV power plants in South Africa. By submitting a Bid for this Tender Process (Stage 1 and/or Stage 2), Bidders are not precluded from submitting Bids for the other two projects and their tender processes.
During Stage 2 (RfP), the right is reserved to award all three projects (Bokamoso, Matla A Bokone, and Waterloo) on a single or collective basis. Should Bidders intend to participate in the Tender process for all three projects, it is acceptable to submit the documents requested for Stage 1 only once. However, Bidders need to make clear during their RfQ submission their intent to participate in the Tender processes for the other 2 projects as well.
