Objectives

The primary objective of this tender is to appoint a qualified contractor to perform maintenance, testing, investigations, and repairs of high voltage cable installations ranging from 11kV to 132kV, including jointing, fault location, oil leak detection, and reinstatement works. The aim is to ensure reliable operation and integrity of high voltage cable systems over a contract period of 36 months.

Scope

The scope encompasses:

• Maintenance, testing, investigations, and repairs of high voltage cables (11kV, 33kV, 66kV, 132kV).
• Jointing of XLPE, PILC, and oil-filled cables, including supervision by qualified personnel.
• Oil leak detection, oil plant repairs, and reinstatement of civil works such as road and sidewalk reinstatement.
• Installation and civil works related to cable ducts, trenches, and joint bays.
• Testing, fault location, and fault repairs, including pressure and diagnostic testing.
• Provision of specialized equipment, tools, and resources for jointing, testing, and civil works.
• Compliance with safety, environmental, and occupational health standards throughout the contract duration.

Technical Requirements

The technical requirements include:

• Proven experience in jointing Oil, XLPE, and PILC high voltage cables at 11kV to 132kV, with documented qualifications.
• Supervision by fully experienced and competent personnel, including General Foremen, Contractor’s Representatives, and qualified engineers/technologists (ECSA registered).
• Adherence to applicable standards such as SANS 10085, SANS 1200 LG, and other relevant safety and technical standards.
• Provision of qualified personnel with specific experience in high voltage jointing, fault location, and oil system maintenance.
• Use of approved materials, equipment, and tools, including new jointing materials, oil testing equipment, and civil works machinery.
• Implementation of safety measures, including traffic management, site security, and environmental protection.
• Preparation and submission of detailed work plans, safety plans, and Method Statements prior to commencement.
• Compliance with environmental management and pollution control regulations, including waste disposal and spill management.

Skills and Competency Requirements

The tenderer must demonstrate:

• Experience in high voltage cable jointing, fault diagnosis, and repair at 11kV to 132kV levels, supported by relevant qualifications and CVs.
• Supervisory personnel with at least 5 years’ experience in high voltage cable maintenance and repair, including registered engineers/technologists (ECSA registered).
• Qualified cable jointers categorized as A, B, and C, with documented training and experience (CVs to be provided).
• Qualified fluid cable technicians with at least 2 years’ experience (CVs to be provided).
• Contractor representatives and foremen with minimum 5 years’ experience in similar high voltage projects (CVs to be provided).
• Compliance with occupational health and safety standards, including submission of safety plans and certificates.
• Environmental management competence, including knowledge of pollution control, waste management, and spill response.
• Ability to mobilize and manage civil works, civil engineering, and civil reinstatement activities related to cable systems.
