Objectives

The primary objective of this tender is to secure a service provider capable of providing transport services for shuttle staff, ensuring timely collection from designated pick-up points and transportation to various workstations within urban waste management facilities. The contract aims to facilitate efficient staff movement, enhance operational efficiency, and ensure safety standards are met throughout the transportation process.

Scope

The scope encompasses the provision of transportation services across multiple specified sites, including Athlone, Bellville, Swartklip, Coastal Park, Vissershok, and Kraaifontein. The service involves daily staff pickups and drop-offs, with trips scheduled from early mornings to afternoons, covering various routes with specific vehicle requirements. The contract duration is 36 months, with the possibility of extensions, and includes responsibilities such as vehicle provision, maintenance, insurance, and compliance with safety and operational standards.

Technical Requirements

• Provision of passenger vehicles, minimum 13-seaters, less than 7 years old, reliable, and well-maintained.
• Vehicles must be equipped with communication devices (e.g., two-way radios) and properly insured (passenger liability, motor vehicle, public liability).
• Vehicles must be clearly marked and free from taxi association markings.
• Vehicles must have valid operating licenses and proof of ownership or lease agreements, including relevant registration documents.
• Experience in staff or student transportation services, with proven safety and punctuality records.
• Adherence to specified routes, pick-up points, and operational times, with contingency plans for vehicle unavailability.
• Compliance with Occupational Health and Safety Act and related safety standards.
• Provision of necessary documentation such as vehicle age proof, insurance certificates, and vehicle maintenance records.
• Implementation of quality control, inspection, and testing procedures as per contract requirements.

Skills and Qualification Requirements

• Proven experience in shuttle or staff transportation services, demonstrating reliability, safety, and punctuality.
• Qualified and licensed drivers with valid operating licenses.
• Capacity to supply the required number of vehicles per site, with appropriate vehicle age and condition.
• Financial stability evidenced by relevant financial statements or proof of pre-approved financing for vehicle procurement.
• Compliance with legal and regulatory requirements, including tax compliance and occupational health and safety standards.
• Ability to manage vehicle maintenance, insurance, and operational logistics effectively.
• Capability to provide contingency arrangements and replacement vehicles to ensure uninterrupted service.
• Knowledge of route planning, safety standards, and environmental regulations applicable to transportation services.
