Objectives

The primary objective of this tender is to provide a 3-day basic bookkeeping training program aimed at twenty (20) SMMEs that are part of the Knysna Municipality's structured SMME Support Programme for the 2025/26 financial year. The training aims to equip beneficiaries with essential financial skills, including accurate record keeping, maintaining systematic financial records, understanding proper transaction recording, and gaining basic knowledge in preparing, analyzing, and adjusting financial statements, as well as accounting for cash, inventory, sales, receivables, and expenses.

Scope

The scope encompasses delivering a comprehensive 3-day basic bookkeeping training course covering key learning areas such as:

• Accurate financial record keeping
• Maintaining systematic business transaction records
• Recording business transactions properly
• Knowledge of financial transaction recording methods
• Basic financial statement preparation, analysis, and adjustments
• Accounting for cash, inventory, sales, receivables, and expenses

The training should include the issuance of certificates of attendance and be delivered in a manner that ensures beneficiaries acquire the targeted skills effectively.

Technical Requirements

The technical requirements include:

• Provision of at least three reference letters from previous bookkeeping training engagements on official letterheads with contactable references.
• Development and delivery of a structured 3-day training program aligned with the objectives and scope outlined.
• Preparation of training materials, manuals, and assessments as necessary.
• Issuance of certificates of attendance upon successful completion.
• Adherence to the procurement policies, including submission of compulsory documents such as tax compliance, B-BBEE status, CSD registration, and company profile.
• Compliance with the procurement regulations and policies of Knysna Municipality, including the Preferential Procurement Policy Framework Act 2000 and Regulations 2022.

Skills Requirements

The bidder must demonstrate the following skills and competencies:

• Proven experience in delivering bookkeeping and financial training to SMMEs or similar entities.
• Ability to develop and facilitate practical, interactive training sessions suitable for adult learners.
• Strong understanding of basic accounting principles, financial record keeping, and statement preparation.
• Excellent communication and presentation skills in English.
• Capability to produce training materials that are clear, comprehensive, and tailored to the needs of SMMEs.
• Experience in working with small businesses and understanding their specific financial challenges.
• Ability to assess and evaluate the training effectiveness and provide feedback for continuous improvement.
