Objectives

The primary objective of this tender is to establish a 3-year maintenance contract for electrical systems at Harding Forensic Mortuary. The contract aims to ensure the proper upkeep, preventive maintenance, and repair of electrical installations, distribution systems, and related ancillary equipment within the facility, thereby maintaining operational safety and reliability.

Scope

The scope encompasses:

• Provision of electrical maintenance and repair services for existing electrical installations and distribution systems in Harding Mortuary.
• Maintenance activities include preventive and corrective repairs on lighting, power supply, distribution boards, circuit protection devices, wiring, conduits, and associated equipment.
• Site-specific requirements involve scheduled inspections, testing, IR scanning, generator testing, and emergency response.
• Supply of all necessary tools, materials, and consumables for the execution of maintenance tasks.
• Adherence to safety standards and compliance with Occupational Health and Safety regulations.

Technical Requirements

The technical requirements include:

• Engagement of a reputable, accredited electrical contractor with CIDB grading of 1EB or 1EP or higher.
• Key technical personnel: a Trade-Tested Electrician (Trade Test Certificate), a technical manager, and a foreman or supervisor.
• Development and submission of a detailed project organogram and safety policy.
• Implementation of a Service Level Agreement (SLA) within 21 days of contract award.
• On-site reporting, inspection, root cause analysis, and timely response to breakdowns (4 hours for normal, 2 hours for emergencies).
• Compliance with safety, health, and environmental standards, including risk assessments and safety policies.
• Provision of all necessary equipment, tools, and spare parts, with proper disposal of redundant materials.
• Regular testing, IR scans, generator load tests, and reporting as per schedule.

Skills Requirements

The tender mandates the following skills and resources:

• Qualified Trade-Tested Electrician with a valid trade test certificate.
• Experienced technical manager and supervisory personnel with proven track record in electrical maintenance.
• Ability to prepare and submit detailed project organograms and safety policies.
• Competence in conducting inspections, root cause analysis, and implementing corrective actions.
• Proficiency in emergency response and breakdown management within specified response times.
• Knowledge of Occupational Health and Safety regulations and standards.
• Capacity to supply, install, and dispose of electrical materials and redundant equipment safely.
