Objectives

The primary objective of this tender is to establish a 3-year contract for the provision of HVAC services, including maintenance, repairs, and related technical support, at Dundee Mortuary. The contract aims to ensure reliable operation, maintenance, and repair of HVAC systems to meet health and safety standards over the specified period.

Scope

The scope encompasses:

• Implementation of preventative maintenance for central air-conditioning and HVAC equipment at Dundee Mortuary.
• Responding to unplanned breakdowns and corrective repairs.
• Provision of qualified technical personnel for maintenance and repairs.
• Adherence to safety, quality, and statutory regulations, including installation, testing, and commissioning.
• Maintenance of HVAC systems including chillers, air handling units, pumps, and associated equipment as specified in the detailed technical schedules.
• Regular inspections, record keeping, and reporting as per contractual and regulatory requirements.

Technical Requirements

The technical scope includes:

• Preventative and corrective maintenance of HVAC equipment such as air-cooled chillers, air handling units, pumps, and room air conditioners.
• Compliance with relevant codes, standards, and safety regulations (e.g., SANS, ISO, Occupational Safety Act).
• Provision of qualified personnel including registered plant technicians, welders, and apprentices.
• Use of approved, new, and unused equipment and materials, with OEM warranties where applicable.
• Adherence to scheduled maintenance frequencies (quarterly, bi-annual, annual) and emergency response times.
• Proper record keeping, reporting, and documentation of maintenance activities.
• Provision of scaffolding, safety measures, and site access as per statutory requirements.
• Testing, commissioning, and certification of repaired or installed equipment.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience and competency in HVAC maintenance, repair, and installation.
• Qualified personnel including:
• Artisans/Technicians with recognized trade or NQF Level 4 qualifications and registration with SACOC (Category B).
• Coded welders with valid certification.
• Skilled and semi-skilled workers with relevant experience and proof of qualifications.
• Ability to operate and interpret Building Management Systems (BMS) if installed.
• Compliance with health and safety regulations, including fall arrest certification for personnel working at heights.
• Capability to provide emergency response within specified timeframes (e.g., response within 1 hour for breakdowns).
• Capacity to produce detailed reports, maintenance schedules, and compliance documentation.
• Experience in working within health facility environments, adhering to infection control and safety standards.
