Objectives

The primary objective of this tender is to establish a 3-year maintenance contract for HVAC and refrigeration systems at Manguzi and Mosvold Mortuaries. The contract aims to ensure the proper installation, maintenance, and repair of HVAC and refrigeration equipment, including responding to unplanned breakdowns, with the goal of maintaining operational efficiency and compliance with safety standards.

Scope

The scope of work includes:

• Implementation of preventative maintenance for air-conditioning and refrigeration systems at specified facilities.
• Responding to unplanned plant breakdowns and performing corrective maintenance.
• Installation, testing, commissioning, and ongoing maintenance of HVAC and refrigeration equipment.
• Provision of skilled technical personnel, tools, and equipment necessary for maintenance activities.
• Adherence to safety regulations, site access protocols, and environmental standards.
• Regular inspections, record-keeping, and reporting on system performance and maintenance activities.

Technical Requirements

The technical requirements include:

• Provision of experienced, trade-tested HVAC and refrigeration technicians registered with SAQCC Cat B.
• Maintenance of HVAC and refrigeration systems as per specified schedules (bi-annual, quarterly, annual).
• Use of new, compliant, and high-quality materials and spare parts, with prior approval for replacements.
• Compliance with relevant codes such as the Occupational Health and Safety Act, SANS, ISO standards, and local authority regulations.
• Preparation and submission of maintenance schedules, safety files, and detailed reports.
• Response to breakdowns within specified timeframes (e.g., 1 hour for callouts).
• Guarantee of workmanship and equipment for specified periods (e.g., 12 months).

Skills Requirements

The tenderer must demonstrate:

• Proven experience in installation, maintenance, and repair of HVAC and refrigeration systems.
• Trade-tested technicians with valid SAQCC Cat B registration.
• Capability to operate Building Management Systems (BMS) if installed.
• Ability to produce and adhere to detailed maintenance schedules and safety documentation.
• Competence in handling emergency repairs, troubleshooting, and system diagnostics.
• Provision of qualified personnel with relevant certifications, including proof of qualifications and experience.
• Knowledge of relevant legislation, safety standards, and environmental regulations.
