Objectives

The primary objective of this tender is to establish a 3-year maintenance and repair contract for HVAC and refrigeration systems at Zululand Mortuaries, ensuring reliable operation, preventative maintenance, and prompt corrective repairs to maintain the integrity of the facilities' climate control and refrigeration systems.

Scope

The scope encompasses:

• Implementation of preventative maintenance for air-conditioning and refrigeration equipment at specified sites.
• Responding to unplanned plant breakdowns and performing corrective repairs.
• Maintenance of associated equipment, including ventilation fans, cold and freezer rooms, mortuary cabinets, and related systems.
• Provision of scaffolding, accommodation, and site access as required.
• Adherence to site-specific regulations and safety standards.
• Periodic inspections, testing, and commissioning of equipment to ensure compliance with standards.

Technical Requirements

The technical specifications include:

• Maintenance of HVAC and refrigeration systems, including air conditioners, mortuary cabinets, cold rooms, and freezers, with specified service frequencies (quarterly, bi-annual, annual).
• Use of new, compliant, and certified equipment and spare parts, with OEM warranties and adherence to relevant standards (SANS, ISO, SABS).
• Provision of qualified personnel, including registered technicians and certified welders, with proof of qualifications and registrations (e.g., SACCC Cat B).
• Implementation of testing, inspection, and commissioning procedures, with certification of conformity.
• Strict compliance with safety, occupational health, and statutory regulations, including scaffolding, working at heights, and site access protocols.
• Provision of detailed maintenance schedules, records, and reports.
• Response times for breakdowns (within 1 hour) and maximum allowable downtime (3 hours for monthly, 3 days for breakdowns).

Skills Requirements

The successful bidder must demonstrate:

• Experience in HVAC and refrigeration maintenance, with at least 2 years of relevant project experience.
• Availability of qualified personnel, including artisans, technicians, and welders, with appropriate certifications and registrations.
• Proven capability to carry out installations, repairs, and preventative maintenance in similar healthcare or mortuary environments.
• Ability to provide OEM-certified spare parts, warranties, and technical support.
• Competence in testing, commissioning, and documentation of HVAC and refrigeration systems.
• Knowledge of relevant legislation, safety standards, and environmental regulations.
