Objectives

The primary objective of this tender is to procure a reputable, competent, and accredited service provider to perform maintenance and repair works on HVAC systems at Pinetown Forensic Mortuary over a three-year period. The contract aims to ensure the proper functioning, reliability, and longevity of the HVAC systems through preventative and reactive maintenance, thereby maintaining a safe and comfortable environment.

Scope

The scope includes:

• Provision of preventative maintenance activities, including inspections, testing, cleaning, and condition monitoring.
• Reactive maintenance and repairs triggered by system failures, including sourcing and markup on materials and spare parts.
• Installation, commissioning, and testing of HVAC components as needed.
• Development of maintenance plans and records management.
• Adherence to safety standards and site-specific requirements during maintenance activities.
• Provision of all necessary tools, plant, materials, and consumables required for maintenance and repairs.

Technical Requirements

The technical scope encompasses:

• Maintenance of HVAC systems, including chillers, split units, and associated components.
• Monthly, quarterly, and annual inspection and testing procedures as per specifications.
• Compliance with OEM recommendations and safety regulations.
• Proper documentation of inspections, tests, and repairs.
• Provision of skilled personnel with relevant trade test certificates and CIDB grading of 2ME or above.
• Development of safety management and health protocols.
• Response to breakdowns within specified timeframes (4 hours for normal, 2 hours for emergencies).

Skills Requirements

The tender mandates that bidders must demonstrate:

• Proof of registration with SAQCC Gas, including valid card licenses (CAT B).
• Experience in HVAC system maintenance and repairs, supported by project references and certificates.
• Availability of qualified technical managers, foremen, supervisors, and artisans with relevant trade testing and experience.
• Capability to develop and implement safety and health management plans.
• Provision of a detailed project organogram outlining roles and responsibilities.
• Compliance with occupational health and safety regulations, including submission of safety policies.
• Ability to respond promptly to breakdowns and conduct root cause analysis and reporting.
