Objectives

The primary objective of this tender is to establish a 3-year maintenance contract for HVAC systems at Richards Bay Mortuary, ensuring reliable operation, preventive maintenance, and timely repairs of the HVAC infrastructure to support the facility's operational needs.

Scope

The scope includes:

• Implementation of preventive maintenance for HVAC systems as specified in the technical specifications.
• Responding to unplanned plant breakdowns and performing corrective repairs.
• Provision of qualified personnel, tools, and equipment for maintenance, repairs, and inspections.
• Adherence to safety standards, site access regulations, and compliance with relevant codes and legislation.
• Periodic inspections, testing, and commissioning of HVAC equipment, including minor and major services as detailed in the schedules.
• Provision of documentation, maintenance records, and reports as required.

Technical Requirements

The technical requirements encompass:

• Maintenance of HVAC systems including air-cooled chillers, air handling units, pumps, valves, and room air conditioners.
• Scheduled quarterly, bi-annual, and annual servicing with detailed checklists and activities outlined in the specifications.
• Provision of qualified technicians with appropriate certifications (e.g., SAQCC Cat B, trade tests).
• Compliance with relevant standards such as SANS, ISO, and local regulations.
• Use of approved, new, and unused spare parts and materials, with prior approval for replacements.
• Proper record-keeping of maintenance activities and reporting.
• Response to breakdowns within specified timeframes, with escalation procedures and penalties for delays.
• Adherence to safety policies, site access restrictions, and environmental considerations.

Skills Requirements

The tenderer must possess:

• CIDB contractor grading of 2ME or higher.
• Qualified HVAC technicians with valid SAQCC Cat B registration and verifiable experience.
• Experience in maintenance, repair, and commissioning of HVAC equipment, including chillers, air handling units, and pumps.
• Proven track record of similar HVAC maintenance projects within the last six years, supported by awards, orders, or certificates.
• Knowledge of relevant safety standards, legislation, and codes of practice.
• Capability to provide detailed reports, maintenance schedules, and compliance documentation.
• Ability to coordinate site visits, attend compulsory briefings, and adhere to project timelines.
