Objectives

The primary objective of this tender is to establish a 3-year contract for the provision of refrigeration services, including maintenance, repairs, and related support, at the New Hanover Mortuary. The contract aims to ensure reliable and efficient refrigeration systems, minimize downtime, and maintain the integrity of refrigeration equipment over the specified period.

Scope

The scope encompasses:

• Provision of service and repairs for refrigeration systems at New Hanover Mortuary.
• Implementation of preventative maintenance schedules for cold and freezer rooms.
• Major and minor servicing of refrigeration equipment, including inspection, cleaning, and component checks.
• Response to unplanned breakdowns and corrective maintenance.
• Provision of spare parts, consumables, and tools necessary for maintenance.
• Monitoring and record-keeping of maintenance activities.
• Coordination of quarterly meetings for maintenance planning and review.
• Adherence to safety, health, and occupational regulations during service delivery.

Technical Requirements

The technical scope includes:

• Installation and maintenance of refrigeration systems comprising three rooms: two cold rooms and one freezer room.
• Use of Cubicool equipment with R404A refrigerant, with capacity and redundancy specifications for each room.
• Implementation of flip-flop compressor cycling to ensure even wear and tear.
• Regular scheduled maintenance as per specified frequencies (quarterly, monthly, annual).
• Testing, commissioning, and certification of repaired or new equipment.
• Provision of detailed condition assessments, maintenance reports, and compliance with relevant standards (SANS, ISO, SABS).
• Adherence to safety standards, including OSHA regulations, and proper handling of refrigerants and electrical components.
• Provision of qualified personnel, including certified technicians and safety officers.

Skills Requirements

The tender requires bidders to demonstrate:

• Qualified refrigeration and air conditioning technicians with relevant certifications (e.g., SAQCC registration, Coded Welder certification).
• Experience in maintaining and repairing commercial refrigeration systems, especially cold and freezer rooms.
• Knowledge of HVAC standards, electrical safety, and occupational health regulations.
• Ability to produce and interpret technical reports, maintenance schedules, and safety documentation.
• Proficiency in handling refrigerants, electrical controls, and mechanical components.
• Capability to coordinate with hospital staff and adhere to safety and health protocols.
• Experience in managing emergency breakdowns and providing timely repairs.
