Objectives

The primary objective of this tender is to establish a 3-year contract for the provision of service and repair of HVAC systems at Pietermaritzburg Mortuary. The contract aims to ensure the proper maintenance, functionality, and reliability of HVAC systems through scheduled servicing, repairs, and unplanned breakdown response, supporting the facility's operational needs.

Scope

The scope includes:

• Implementation of preventative maintenance for central air-conditioning and associated HVAC equipment at the specified facilities.
• Responding to unplanned plant breakdowns and performing corrective maintenance.
• Provision of qualified technical personnel for scheduled inspections, minor and major services, and repairs.
• Adherence to specified maintenance schedules, safety standards, and compliance with relevant legislation.
• Coordination meetings and reporting on maintenance activities.
• Inclusion of OEM-specific maintenance for specialized equipment such as chillers.

Technical Requirements

The technical scope encompasses:

• Maintenance of air-cooled liquid chillers, air handling units, pumps, and room air conditioners as per detailed schedules.
• Regular minor (quarterly/bi-annual) and major (annual) servicing activities, including cleaning, inspection, calibration, and testing.
• Provision of calibrated measuring equipment and adherence to OEM specifications.
• Compliance with relevant codes (e.g., Occupational Health and Safety Act, SANS, ISO standards).
• Proper documentation, record-keeping, and reporting of maintenance activities.
• Emergency response procedures, including call-out response within specified timeframes.
• Provision of qualified personnel with appropriate certifications (e.g., trade certificates, SAQCC registration).

Skills Requirements

The tenderer must demonstrate:

• Qualified and experienced HVAC technicians and artisans, with proof of certifications and registrations (e.g., trade certificates, SAQCC cards).
• Competence in operating Building Management Systems (BMS) and diagnostic tools.
• Ability to perform routine and complex maintenance tasks in accordance with OEM and safety standards.
• Experience in handling specialized HVAC equipment such as chillers, air handling units, and pumps.
• Capacity to respond promptly to emergency breakdowns and perform repairs efficiently.
• Knowledge of relevant legislation, safety policies, and environmental standards.
• Effective record-keeping, reporting, and coordination skills, including participation in quarterly meetings.
