Objectives

The primary objective of this tender is to procure services for compiling process audits for various water and wastewater treatment works within the Breede Valley Municipality. The audits aim to verify compliance, assess operational conditions, and identify areas for improvement in the treatment plants to ensure optimal performance and regulatory adherence.

Scope

The scope includes:

• Compilation of process audits for the following treatment works:
  • Water Treatment Works (WTW): Touwsrivier, Bokrivier, De Doorns, Stettynskloof, De Koppens, Rawsonville
  • Wastewater Treatment Works (WWTW): Rawsonville, Worcester, De Doorns, Touwsrivier
• Verification of compliance with operational standards and parameters.
• Assessment of equipment condition, maintenance, sludge and residuals handling, incident management, staffing, documentation, risk management, and continuous improvement processes.
• Review of plant documentation, record-keeping, and operational procedures.
• Inclusion of site-specific process parameters and typical operational checks.

Technical Requirements

The technical requirements specify that bidders must:

• Provide at least three reference letters demonstrating experience in developing process audits for municipal water or wastewater systems.
• Assign a Project Manager and Team Leader with a minimum of 5 years’ relevant experience in water quality management and supply systems.
• Ensure the Project Manager is a registered Professional Scientist with SACNASP, holding at least a BSc in Natural/Earth Science or relevant field.
• Compile comprehensive process audits including verification, review, assessment, and confirmation of compliance across specified parameters.
• Include proof of experience, qualifications, and registration for key personnel.
• Adhere to specified scope and technical standards, including site assessments, equipment condition, waste handling, incident management, staffing, documentation, risk management, and continuous improvement.

• Proven ability to develop detailed process audit reports for municipal treatment plants.
