Objectives

The primary objective of this tender is to appoint a service provider responsible for the supply, delivery, and off-loading of materials required for Cultural Affairs Programmes within the City of Ekurhuleni. The aim is to facilitate the successful execution of various cultural, educational, and community development activities, including arts and crafts, mascot costumes, and educational materials, on an as-and-when-required basis until 30 June 2026 or up to a transaction value of R750,000 VAT inclusive.

Scope

The scope encompasses the procurement and delivery of a wide range of materials and equipment, including but not limited to:

• Art and craft supplies such as glitter, face paints, glue pens, paper, animal stencils, stamps, powders, playdough, balloons, googly eyes, paper plates and cups, wool, pipe cleaners, sewing needles, knitting needles, crochet hooks, paper bags, kraft rolls, paints, brushes, and other art materials.
• Costumes and mascots including Mickey, Minnie, Donald Duck, Dumbo, and Bee mascots.
• Event and party supplies such as balloons, paper bags, and gift wraps.
• Tools and equipment for arts, crafts, and mascot costume maintenance.

The delivery will be on an as-and-when-required basis, with the service provider responsible for timely supply, delivery, and off-loading at designated City of Ekurhuleni locations.

Technical Requirements

The technical specifications for the materials and equipment are detailed in the bid documents and include:

• High-quality, hypoallergenic face paints, glitter, and art supplies adhering to safety standards.
• Durable mascot costumes made of velvet, polyester, foam, and other specified materials, with appropriate sizing and safety features such as netted eyes and lightweight construction.
• Art materials such as non-toxic powders, paints, brushes, and tools that meet safety and quality standards.
• Event supplies including balloons, paper products, and craft materials that are suitable for children and community activities.
• Equipment such as electric balloon pumps and costume accessories that meet specified technical standards.

Skills Requirements

The successful service provider must demonstrate the following skills and capabilities:

• Proven experience in supplying arts, crafts, and event materials, with relevant references and completed projects.
• Ability to manage logistics for timely delivery and off-loading of a diverse range of materials.
• Technical expertise in handling and maintaining mascot costumes and art supplies.
• Adequate staffing, including qualified drivers and general workers, with valid licenses and identification.
• Financial capacity to sustain supply chain operations, evidenced by bank statements or credit facilities with a minimum of R100,000 available balance.
• Compliance with legislative and municipal requirements, including tax compliance, B-BBEE status, and registration on the Central Supplier Database (CSD).
