Objectives

The primary objective of this tender is to appoint a service provider responsible for the supply, delivery, and off-loading of materials required for Cultural Affairs Programmes. The services are to be rendered on an as-and-when-required basis, with a transaction value up to R750,000 (including VAT), or until 30 June 2026. The aim is to support various cultural activities, including arts, heritage preservation, and community engagement initiatives, by ensuring timely provision of necessary materials and equipment.

Scope

The scope encompasses the procurement and supply of a wide range of art and craft materials, costumes, mascots, and related equipment as specified in the detailed product list. This includes items such as glitter, face paint, stencils, stamps, powders, craft supplies, costumes, and mascot costumes. The service provider must handle the supply, delivery, and off-loading of these materials to designated locations as required for the duration of the contract, ending on 30 June 2026.

The scope also involves adherence to the specifications, quality standards, and delivery timelines outlined in the tender documents. The materials are intended to facilitate cultural programmes, community events, and educational activities within the municipality.

Technical Requirements

• Provision of specified art and craft materials as detailed in the product list, including quantities and quality standards.
• Delivery of materials to designated municipal locations within agreed timeframes.

• Compliance with specifications such as material type, size, color, and packaging as detailed in the tender.

• Ability to handle and deliver fragile and specialized items such as costumes and mascot suits.
• Competence in managing large orders with accurate quantity control and timely delivery.
• Knowledge of municipal procurement procedures and compliance with legislative requirements.
• Staffing capacity including drivers and general workers with valid licenses and ID copies.
• Financial stability demonstrated through bank statements or credit facilities with a minimum of R100,000 available balance.
• Proven track record in delivering similar projects, supported by reference letters from previous clients.
• Ability to comply with health and safety regulations and quality standards for all supplied items.
