Objectives

The primary objective of this tender is to procure services for the fire detectors system at Manguzi Hospital, ensuring proper maintenance, testing, and compliance with safety standards to guarantee operational readiness and safety within the facility.

Scope

The scope encompasses the provision of servicing, maintenance, inspection, and testing of fire detection and alarm systems at Manguzi Hospital. This includes preventive maintenance, control panel testing, field device checks (smoke, heat detectors, call points), battery testing, fault clearing, and verification of ancillary equipment such as alarms, interfaces, and auxiliary systems. The service must be performed by qualified technicians and include comprehensive reporting and documentation to ensure compliance with relevant standards and regulations.

Technical Requirements

• Control Panel & Power Supply: Battery load testing, fault diagnosis, system disablement verification, and indicator checks.
• Field Devices: Activation testing of smoke and heat detectors, manual call points, and visual inspections for damage or obstructions.
• Alarms & Interfacing: Verification of sirens, bells, visual indicators, and interface functions such as elevator recall, HVAC shutdown, and access control.
• Ancillary Equipment: Testing auxiliary interfaces and ensuring proper operation of connected systems.
• Documentation: Updating logbooks, generating detailed inspection reports, and ensuring compliance with occupational health, safety, and municipal fire regulations.
• Technician Qualification: Services must be performed by registered and qualified fire safety technicians.

Skills Requirements

• Proven experience in servicing fire detection and alarm systems, supported by previous contracts or service level agreements.
• Technical expertise in fire alarm system components, including control panels, detectors, call points, and interface modules.
• Knowledge of relevant standards such as SANS 10139, BS 5839, and local municipal fire bylaws.
• Ability to perform comprehensive testing, fault diagnosis, and system calibration.
• Competence in preparing detailed reports, maintenance logs, and compliance documentation.
• Registration with recognized fire safety bodies or certification schemes (e.g., SAQCC).
