Objectives

The primary objective is to appoint a qualified and compliant service provider to guarantee the uninterrupted, safe, and efficient supply of chlorine gas for municipal swimming pool water treatment. The appointment aims to uphold public health and sanitation standards while ensuring responsible management of hazardous chemical waste.

Scope of Work

The contract covers the following core activities:

• Supply, transportation, and off-loading of chlorine gas to various City of Ekurhuleni swimming pools.
• Collection, removal, and proper disposal/recycling of empty chlorine cylinders from all designated facilities.
• Service execution on an “as and when required” basis, initiated by municipal demand.

The maximum contract value is capped at R750,000.00 (inclusive of VAT). The agreement remains valid until 30 June 2027 or until a formal tender process is concluded, whichever occurs first.

Technical Requirements

Bidders must demonstrate compliance with national regulations governing hazardous material logistics. Expected technical capabilities include:

• Valid dangerous goods transportation licenses and permits.
• Certified, regularly inspected pressure vessels and compatible off-loading infrastructure.
• Adherence to occupational health, safety, and environmental protection standards.
• Reliable fleet management and real-time delivery tracking systems.
• Documented emergency response, spill containment, and leak mitigation procedures.

Skills Requirements

Service providers must employ personnel with specialized training and hands-on experience in hazardous chemical handling. Key competencies include:

• Certification in pressurized gas handling and chlorine-specific safety protocols.
• Expertise in logistics coordination for time-sensitive, on-demand deliveries.
• Regulatory compliance management and accurate record-keeping.
• Effective site coordination and communication skills for municipal facility interactions.
• Problem-solving abilities to manage fluctuating demand and unexpected logistical challenges.

Chlorine Gas Handling: Chlorine is a highly reactive, toxic gas used for disinfecting swimming pool water. Its transport and off-loading require specialized tankers, leak-detection systems, personal protective equipment, and strict adherence to safety guidelines to prevent environmental contamination and public health hazards.

“As and When Required” Model: This denotes a flexible, on-call service arrangement rather than fixed scheduled deliveries. The municipality will request supplies based on real-time pool usage and chemical depletion rates, requiring the provider to maintain rapid response times and adequate stock reserves.

Provisional Contract Framework: The arrangement operates under a financial cap and fixed end date, designed to sustain critical municipal operations until a comprehensive competitive bidding process is finalized.
