The project aims to enhance vehicle visibility, improve officer safety during operations, and ensure full compliance with national road traffic regulations.

Scope of Work

The successful service provider will manage the complete lifecycle of the equipment provision. This encompasses sourcing the specified hardware, transporting it to designated municipal locations, and executing the physical fitment onto traffic vehicles. The scope explicitly requires that all installations preserve vehicle structural integrity, maintain manufacturer warranties, and adhere to strict safety protocols.

• Note on Configuration: The "2f/2R/6C" designation refers to a dual-front, dual-rear lens layout with six central LEDs, optimized for 360-degree emergency visibility while maintaining aerodynamic compatibility with standard vehicle roofs.

Skills & Qualifications Requirements

• Technical Expertise: Certified automotive technicians capable of safely mounting magnetic warning bars without compromising vehicle electronics or structural integrity
• Supply Chain Capability: Proven experience in municipal procurement, logistics coordination, and vehicle upgrade installations
• Administrative Compliance: Ability to complete mandatory municipal bidding forms (MBD 1, 4, 6.1, 7.1, 8, 9), submit valid Central Supplier Database (CSD) registration, provide Tax Compliance Status (TCS) PIN or certificate, and present a valid B-BBEE certificate or sworn affidavit
• Financial & Operational Readiness: Capacity to issue firm pricing valid for ninety (90) days and guarantee a defined delivery period

Key Terms & Conditions

Evaluation Method: Contracts are awarded using an 80/20 preferential procurement system. Eighty percent of scoring is based on price competitiveness, while twenty percent is allocated to targeted social goals.

Preference System Explanation: The 20-point allocation rewards bidders demonstrating ownership or significant shareholding by historically disadvantaged persons, women, youth, or persons with disabilities; enterprises classified as Exempt Micro Enterprises (EMEs) operating within the municipality’s jurisdiction; and companies holding a verified B-BBEE Level 1 contribution status. Points must be claimed with supporting documentation.

Mandatory Documentation: Incomplete submissions, non-compliance with tax/SARS requirements, failure to attach official quotation forms, or late delivery will result in immediate disqualification. The municipality reserves the right to reject any quote without obligation to accept the lowest bid.

Contract Execution: Awarded bidders must sign a formal written contract (MBD 7.1) outlining delivery schedules, payment terms (thirty days post-invoice), and performance obligations. All bids remain binding for ninety days from submission.
