Objectives

The primary objective of this tender is to procure remedial works and painting services for the NHLS main building at Sandringham Campus. The project aims to address structural cracks, repaint various building components, replace doors, repair roofing, and undertake related remedial activities to ensure the building's integrity and aesthetic appeal.

Scope

The scope of work includes:

• Repair of moderate vertical cracks on the building structure.
• Preparation and painting of overhangs, rafters, battens, steel roof flushing, fascia boards, and galvanized pipes.
• Repainting of fire escape steel staircases, window frames, doors, and gates.
• Replacement of window putty and installation of new aluminium doors with specified features.
• Repair and painting of steel roof sheets, internal walls, ceilings, gutters, and floors.
• Removal and replacement of rotten timber and installation of scaffolding.
• Additional activities such as re-installation of access control, ceiling works, and roof repairs.

Technical Requirements

The technical requirements specify:

• Use of specific materials such as mesh, river sand, cement, UV resistant sealants, Plascon Polvin, gloss enamel, timber varnish, aluminium frames, and safety glass.
• Preparation of surfaces including sanding, cleaning, and priming before painting or varnishing.
• Application of specified coats of paint and varnish, with attention to matching existing colors and finishes.
• Replacement of damaged components like window putty, doors, and timber with specified standards.
• Adherence to safety standards during removal, installation, and repair activities.
• Provision for scaffolding, site clearance, and contingency planning.

Skills Requirements

The skills and qualifications required for bidders include:

• CIDB grading of 2GB or higher.
• Valid Letter of Good Standing from COIDA.
• Proven experience with similar remedial and painting projects, supported by contactable references and completion certificates.
• Qualified project manager or supervisor with at least 5 years of relevant experience, capable of managing the project on-site.
• Skilled tradesmen with painting trade certification and experience in handling timber, steel, and aluminium works.
• Ability to prepare detailed schedules, adhere to safety protocols, and deliver within the stipulated timeframe.
