Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver water treatment services for boilers, chillers, cooling towers, closed hot water systems, and the water purification plant at the NHLS/NICD Sandringham Campus. The goal is to ensure optimal operation, prevent scaling, corrosion, biological contamination, and maintain compliance with operational and safety standards over a period of thirty-six (36) months.

Scope

The scope of work includes:

• Provision of water treatment services for specific systems including:
• Boilers (2 units)
• Chillers (5 units)
• Cooling towers (3 units)
• Closed hot water systems (5 units)
• Water purification plant (1 unit)

The services encompass monthly maintenance, chemicals, consumables, equipment, reporting, transport, and call-out services (both during office hours and after hours). The contractor must also provide call-out rates for emergency services outside normal working hours.

Technical Requirements

The technical requirements include:

• Regular monthly servicing of all specified systems, including labour, chemicals, and consumables.
• Provision of call-out rates for both office hours and after-hours services, inclusive of labour and transport costs.
• Adherence to safety and operational standards to prevent scaling, corrosion, and biological contamination.
• Reporting on system conditions and maintenance activities.
• Compliance with all relevant standards and regulations as specified in the scope of work.

The service provider must also ensure timely delivery and performance, with provisions for extensions in case of delays, and adhere to penalties for late performance.

Skills and Qualification Requirements

• At least two certified technicians with relevant qualifications and experience in water treatment services, supported by certified copies of their certificates.
• Proven experience in handling similar water treatment contracts, demonstrated through references and completed project certificates.
• Registration with relevant authorities such as the Compensation for Occupational Injuries and Diseases Act (COIDA) and CIDB (Construction Industry Development Board) with a minimum CIDB grading of 1ME or equivalent.
• Compliance with tax requirements, including a valid SARS Tax Clearance PIN or Tax Compliance Status Letter, and registration on the Central Supplier Database (CSD).
• Submission of a signed declaration of interest and adherence to ethical standards, including non-collusion and conflict of interest disclosures.
