Objectives

The primary objective of this tender is to procure ad-hoc labour provision to support the Water & Wastewater Section. The contractor will assist with general maintenance of water and sewer infrastructure, as well as ad-hoc maintenance at the waste treatment plant. The team should include a supervisor and at least five general assistants, with the contractor required to have three teams available at all times to service the section.

Scope

The scope of work includes:

• Provision of ad-hoc labour for general maintenance tasks related to water and sewer infrastructure.
• Maintenance activities at the waste treatment plant.
• Deployment of a supervisory team and general assistance teams as specified.
• Availability of at least three teams to ensure continuous service.
• Use of construction plant and equipment, either owned or hired, as detailed in the technical requirements.

Technical Requirements

Plant and Equipment

The tenderer must specify which construction plant will be available for the project and which will be hired. This includes:

• Copies of registration papers for licensed plant.
• A letter of intent from plant hire companies guaranteeing plant availability for the project duration.
• Provision of ENatis registration documents for on-road machinery or proof of purchase/invoices.
• Leased equipment must be accompanied by signed lease agreements and relevant ENatis documents.

Personnel Qualifications

The contractor must submit details of personnel experience, including:

• Certified copies of qualifications, e.g., National Senior Certificate for supervisors.
• Names and roles of personnel, ensuring minimum qualification requirements are met.

Compliance and Certification

The contractor must provide:

• Tax compliance status PIN.
• Valid B-BBEE status level verification certificate.
• Municipal accounts confirming no overdue municipal charges.
• Declaration confirming authority to sign on behalf of the company.

Legal and Regulatory

All work must comply with relevant legislation, including:

• Diseases Act (COIDA).
• Supply Chain Management Regulations.
• Municipal Conditions of Contract and General Conditions of Contract.

Pricing

The pricing schedule should include:

• Transport costs per km.
• Hourly rates for supervisor and general assistants.
• Total amounts including VAT.

Additional Requirements

• Availability of plant and personnel for the duration of the contract.
• Adherence to the validity period of bids (minimum 90 days).
• Participation in any scheduled information sessions (if applicable).
