Objectives

The primary objective of this tender is to invite qualified service providers to submit quotations for the renewal and marking of centreline road markings within Winnie Madikizela-Mandela Local Municipality. The project aims to enhance road safety and traffic management through the proper application of road markings, zebra crossings, stop markings, and channelizing lanes across specified streets and intersections.

Scope

The scope encompasses:

• Renewal of approximately 8.5 km of centreline road markings in various streets and intersections, including zebra crossings and pedestrian crossings.
• Application of centre line, double barrier line, and single barrier line markings on multiple streets such as WMM street, K.S Sifle street, Fikile Mlomo street, Dolly Mzaydue street, Michael Dlangamandla street, Mayaba street, Nomangesi street, and Blaai street.
• Marking of all stop signs and markings at specified streets and intersections.
• Implementation of channelizing lanes at key intersections, notably Sifle street and R61, and other specified locations.
• Additional markings including pedestrian crossings, road intersections, and specific markings in designated streets as detailed in the specifications.

Technical Requirements

The technical requirements include:

• All markings must comply with the specifications provided in the municipal documentation and adhere to relevant road safety standards.
• Use of 100% local content where applicable, with all materials inclusive of VAT for VAT vendors.
• Application of all centre line, barrier line, and stop markings as specified, ensuring clarity and durability.
• All markings should be clearly visible, properly aligned, and completed within the stipulated timeframe.
• Certified copies of all submitted documents must not be older than three months.
• All quotations must be submitted on the original municipal documentation, unsigned alterations will invalidate submissions.
• Price quotations must be firm, inclusive of VAT, and reflect 80% of the evaluation criteria, with 20% allocated to specific goals as per attached MBD 6.1.
• Threshold for local content is set at 100%, where applicable.
• All work must be completed in accordance with the specifications available on the municipal website and the provided project link.
