ADVERT FOR PLOTTER MACHINE
The primary objective of this tender is to procure a plotter machine for the Water Services Planning Section of the Vhembe District Municipality to support ongoing engineering, mapping, and planning operations.
The scope is strictly limited to the supply and delivery of a plotter machine. The municipality seeks a registered service provider capable of fulfilling this equipment requirement within the specified submission window. No ancillary services such as installation, calibration, maintenance contracts, or software licensing are included.
The provided tender documentation does not outline specific technical specifications, print speeds, media formats, or connectivity standards for the plotter machine. Bidders are expected to supply a standard commercial-grade plotter suitable for technical design and water services planning. Any alternative models or specifications must be clearly detailed in the quotation package.
No specialized technical qualifications, installation expertise, or post-delivery training requirements are mandated. The assessment focuses on the bidder’s general business capacity, financial stability, and ability to meet municipal administrative and compliance standards. Standard supply chain and logistics capabilities are sufficient.
Bidders must submit mandatory documentation, including a CSD Summary Report, Tax Clearance Certificate or Compliance Letter, Company Registration Certificate, proof of tender purchase (where applicable), and a Municipal Clearance Certificate (not older than three months) or a Traditional Authority letter confirming non-liability for local rates and taxes. All submissions must be pre-numbered, initialed, and enclosed in a clearly marked envelope. Individuals currently employed by the state are ineligible to participate.
Evaluation follows an 80/20 point scoring system. Eighty percent of points are allocated to price competitiveness, while twenty percent are distributed across preferential procurement goals: Historical Disadvantaged Individuals (10 points), Locality (4 points), Youth (2 points), Women (2 points), and Disability (2 points).
80/20 Point Scoring System: A standard South African public procurement model where 80% of the total evaluation score is determined by the bid price, and 20% is reserved for socio-economic development preferences aligned with municipal policy.
CSD Summary Report: An official verification document generated through the Central Supplier Database, confirming a company’s registration status and compliance standing with national procurement regulations.
Municipal Clearance: Documentation proving that the bidder has no outstanding financial obligations to the municipality, ensuring responsible fiscal management and adherence to local governance requirements.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
