Objectives

The primary objective of this tender is to appoint a qualified service provider to carry out maintenance of the Camperdown Main Library, ensuring its facilities are kept in good condition and operational.

Scope

The scope of work includes:

• Company profiling and experience demonstration relevant to maintenance services.
• Provision of a detailed project plan and methodology for maintenance activities.
• Execution of maintenance tasks as per the specifications, including electrical, flooring, HVAC, kitchen, wall cleaning, and other related works.
• Delivery of reports, use of electronic audit software, and adherence to legislative and municipal requirements.
• Completion within stipulated delivery periods and compliance with evaluation criteria.

Technical Requirements

The technical requirements include:

• Company profile detailing history, core business, and references.
• Team experience with qualifications, including specific certifications such as ISO 27001 Lead Auditor, CISA, CISM, CGEIT.
• A comprehensive project plan and methodology demonstrating understanding of scope, including sample audit reports and use of CAATs (ACL, etc.).
• Provision of relevant professional certifications for team members, especially for partners/directors and auditors.
• Compliance with legislative frameworks such as Municipal Systems Act, Municipal Finance Management Act, PPPFA, and SCM Regulations.

Skills Requirements

The skills and expertise required from the service provider include:

• Qualified professionals with experience in maintenance and facility management.
• Auditors and team members with relevant certifications (CIA, CA, ISO 27001 Lead Auditor, CISA, CISM, CGEIT).
• Ability to develop and implement project plans, methodologies, and electronic audit processes.
• Knowledge of municipal legislation, procurement policies, and compliance standards.
• Effective communication and reporting skills, including the ability to produce internal audit reports and maintenance documentation.
