Objectives

The primary objective is to execute a comprehensive repair and servicing of the theatre HVAC unit at St Andrews Hospital. The project aims to restore optimal climate control and air quality in a critical medical environment through targeted component replacement, leak repair, and refrigerant replenishment.

Scope of Work

This is a once-off service contract requiring the supply and installation of specific HVAC components. The scope includes replacing eight (8) old heating elements with new units (Macs manufacture), supplying and installing a new control panel with rewiring (Metra manufacture), repairing system leaks, and regassing the unit using one cylinder of R22 refrigerant. All work must be completed within the timeframe specified by the successful bidder. The contract excludes ongoing maintenance and focuses solely on the immediate repair and restoration of the existing theatre HVAC system.

Technical Requirements

• All supplied components must be brand new, unused, and valid for a minimum of six months upon delivery.
• Pricing must be firm, all-inclusive, and cover delivery, installation, testing, and commissioning at the hospital site.
• The contractor must provide a twelve-month warranty from acceptance or eighteen months from shipment, whichever occurs first.
• Work must strictly adhere to the attached technical specifications and Annexure A.
• The department reserves the right to inspect premises, test equipment, and reject non-compliant supplies at the supplier’s cost.
• Late submissions, expired products, or second-hand goods will result in immediate disqualification.

Skills and Qualification Requirements

• Valid CIDB registration for Mechanical Engineering (ME) and Electrical Building (EB) works.
• Certified electrical trade test certificates and proof of registration with SARACCA or SAIRAC.
• National certification as a Refrigeration Technician and Gas Practitioner (SAQCC GAS).
• Current B-BBEE status verification certificate or sworn affidavit.
• SARS tax clearance certificate and Department of Labour letter of good standing.
• Active Central Supplier Database (CSD) registration.
• CIPC company registration documents and proof of black ownership (≥51%) to claim preference points.
• Documented references for similar HVAC repair or installation projects.
