Objectives

The primary objective of this tender is to procure an Anaesthetic Workstation Machine suitable for use in District Hospitals, capable of providing safe anaesthesia for ASA 1 and 2 patients down to 10kg, including emergency cases. The procurement includes supply, delivery, installation, demonstration, end-user training, and commissioning of the equipment, along with a comprehensive 5-year service and maintenance contract.

Scope

The scope encompasses the supply, delivery, installation, demonstration, and commissioning of an Anaesthetic Workstation with monitoring capabilities. It also involves providing end-user training, demonstrating the equipment, and establishing a service contract covering all maintenance, breakdown call-outs, parts, and labour for five years. The equipment must meet detailed technical specifications and standards, and the bid must include optional accessories and spare parts. The procurement is for use within KwaZulu-Natal District Hospitals under the Department of Health.

Technical Requirements

• Supply of a comprehensive Anaesthetic Workstation including ventilator, circle absorber system, gas analysis, and multi-parameter monitoring.
• Equipment must comply with specified safety standards (DIN EN ISO 9001, ISO 13485, IEC 60601-2-13, etc.) and meet detailed specifications for construction, gas delivery, alarms, and safety features.
• Machine must operate on 220V AC, 50Hz, with battery backup capable of at least 30 minutes operation during power failure.
• Includes piped gas inlets, pressure gauges, vaporisers, and safety devices such as oxygen failure alarms and pressure relief valves.
• Monitoring systems must include ECG, SpO2, temperature, NIBP, and other parameters, with display and alarm features as specified.
• Equipment must be CE certified, with all accessories, manuals, and software supplied in support of maintenance and calibration.
• Spare parts and consumables must be available for at least 10 years from the manufacturer.
• Equipment must meet international safety standards and be suitable for use in a hospital environment.

Skills Requirements

• Qualified biomedical technicians or service engineers with manufacturer-certified training in anaesthetic equipment maintenance and repair.
• Technicians must be based in KwaZulu-Natal, with proof of local service facility and trained personnel.
• Bidder must demonstrate capacity to provide ongoing technical support, including training, troubleshooting, calibration, and repairs.
• End-user training must be provided by qualified personnel, with certificates of competency issued upon completion.
• Bidder must provide detailed service and maintenance plans, including spare parts supply, software updates, and technical support throughout the equipment lifecycle.
