Objectives

The primary objective of this tender is to procure services for the annual maintenance and servicing of the hospital's critical climate control systems, specifically the chiller plant, cooling towers, and air handling units (AHUs). The goal is to ensure optimal operation, energy efficiency, and reliability of these systems to maintain a comfortable environment for patients and staff throughout the year.

Scope

The scope encompasses the comprehensive annual service of:

• Chiller plants
• Cooling towers
• Air handling units (AHUs)

The service includes routine inspections, cleaning, testing, and maintenance tasks as detailed in the specifications, covering weekly, bi-annual, and annual activities to ensure systems operate within specified standards and safety requirements.

Technical Requirements

The technical requirements specify that the service provider must:

• Perform routine checks such as operation verification, noise and vibration assessment, leak detection, and temperature/pressure monitoring.
• Inspect electrical connections, belts, couplings, and safety interlocks.
• Clean filters, condenser tubes, and other components to prevent buildup and ensure efficiency.
• Check refrigerant and oil levels, refrigerant leaks, and system safety controls.
• Conduct detailed annual tasks including brush cleaning of condenser tubes, calibration of gauges, and internal rust treatment.
• Inspect and test safety devices, control systems, and operational controls.
• Provide detailed reports and documentation of all inspections, tests, and maintenance activities performed.

Skills Requirements

The service provider must possess:

• Qualified technical personnel with expertise in HVAC systems, refrigeration, and electrical systems.
• Relevant certifications such as CIDB grading (minimum 1ME or equivalent) and SABS or SANS approval for equipment.
• Experience in hospital or similar critical environment maintenance.
• Ability to interpret technical specifications, perform precise inspections, and carry out complex repairs and calibrations.
• Knowledge of safety standards, compliance regulations, and proper documentation procedures.
