Objectives

The primary objective is to engage a qualified service provider for a once-off annual major maintenance contract covering twenty-five (25) minus-40°C freezers distributed across eight (8) clinics under Mosvold Hospital. The goal is to ensure optimal equipment functionality, extend appliance lifespan, and guarantee reliable temperature control for sensitive medical storage.

Scope of Work

The contractor will execute comprehensive servicing at eight specified clinics (Gateway, Kwambuzi, Shemula, Ndumo, Mbadleni, Manyiseni, Ekuhleleni, and Nkungwini). Key deliverables include:

• Internal inspection, cleaning, and de-icing using approved non-corrosive hospital disinfectants.
• Cleaning of condenser and evaporator coils, plus verification of fan motor operation and unrestricted airflow.
• Full refrigeration system diagnostics, including compressor amperage, refrigerant pressure/levels, capillary tube integrity, and leak detection.
• Electrical control inspections, terminal tightening, and calibration of temperature controllers to maintain precise -40°C operation.
• Testing of all alarm systems (high/low temperature, power failure, door open).
• Door seal and hinge inspections, with replacement of compromised gaskets to ensure airtight closure.
• Functional performance testing to verify cooling recovery, compressor cut-in/out cycles, and multi-hour temperature stability.

Payment requires submission of per-unit service reports, signed maintenance schedules, job cards, temperature calibration reports, service certificates, and documented before-and-after temperature readings.

Technical Requirements

• All interventions must strictly comply with the hospital's attached specification documents.
• Temperature controllers must be calibrated using certified data loggers to verify accuracy and stability.
• Work must be confined to 07:00–16:00 operating hours to avoid disruption to clinical services.
• Contractors must supply all tools, equipment, and labour; the hospital provides none.
• Personnel must wear identifiable company attire and adhere to strict health, safety, and environmental protocols, including authorised waste disposal.

Skills and Qualification Requirements

• CIDB registration specifically classified for refrigeration services.
• Valid SARS Tax Clearance Certificate and current CIPC registration documents.
• B-BBEE status verification certificate or sworn affidavit.
• Certified qualification certificate for a qualified refrigerator technician (issued within the preceding three months).
• Official proof of authorisation as a service agent for minus-40°C freezer manufacturers.
• Public liability insurance minimum cover of R5,000,000.
• Valid Gas Handling Certificate and letter of good standing.
• Three copies of previous completion certificates demonstrating relevant experience.
