Objectives

The primary objective of this tender is to appoint three (3) suitably qualified and experienced HVAC&R systems contractors (2ME or higher CIDB grade) to provide ad-hoc, routine, risk- and condition-based preventative maintenance (PPM), emergency maintenance, and installation/replacement services across MUT's facilities. The goal is to ensure maximum system uptime, compliance with relevant standards, and effective management of HVAC&R infrastructure through performance-driven service delivery.

Scope

The scope of work includes:

• Provision of ad-hoc, routine, risk-based, and condition-based HVAC&R maintenance services, including repairs, replacements, and new installations.
• Inspection, assessment, and reporting on HVAC&R assets and systems.
• Supply, repair, and replacement of parts using OEM-certified components, adhering to manufacturer requirements and SANS codes.
• Development of HVAC&R maintenance master plans and asset condition reports.
• Implementation of maintenance activities at MUT-wide facilities, with a contract period not exceeding six months or until the financial threshold is reached.
• Compliance with OH&S, SANS standards, and other statutory requirements.
• Provision of detailed cost breakdowns, including disbursements, mark-ups, and profit margins.

Technical Requirements

The technical requirements include:

• CIDB grade 2ME or higher HVAC&R contractors with relevant experience in similar infrastructure.
• Employment of competent personnel, including specialists, licensed electricians, artisans, assistants, and a health & safety compliance officer.
• Personnel must hold relevant qualifications, certifications, and registrations (e.g., SAQCC, Pressure Equipment Regulations, electrical COCs).
• Provision of comprehensive CVs, experience records, and proof of registration for key personnel.
• Adherence to all applicable standards such as SANS 10147, SANS 0142, and OH&S Act 85 of 1993.
• Provision of detailed maintenance plans, asset registers, and compliance management documentation.
• Use of OEM-certified parts with warranties, and timely repairs to minimize system downtime.

Skills Requirements

The successful bidders must demonstrate:

• Proven experience in HVAC&R installation, maintenance, and asset management within similar operational environments.
• Capability to carry out inspections, diagnostics, repairs, and replacements efficiently.
• Qualified personnel including:
• Specialist HVAC&R technicians (with relevant diplomas/degrees and certifications)
• Licensed electricians with electrical trade certificates and experience in electrical wiring for HVAC&R systems
• HVAC&R artisans with relevant trade test certificates and experience
• Assistants with experience supporting HVAC&R artisans
• A health & safety compliance officer with SAMTRAC or equivalent qualification
• Ability to prepare detailed reports, maintenance plans, and asset registers.
• Compliance with statutory and safety standards, including OH&S and SANS codes.
• Effective communication skills and availability for emergency call-outs, with adequate tools and communication equipment.
