Objectives

The primary objective of this tender is to appoint a multi-disciplinary built environment professional service provider to undertake investigations and reporting for the North of Mandela Square Informal Settlement in Breede Valley Municipality, Western Cape. The investigations aim to inform the development of upgrading plans, masterplans, and future implementation by assessing environmental, infrastructural, and geotechnical conditions to ensure the land's suitability for upgrading and provision of basic services.

Scope

The scope of work encompasses four main assessment areas, each with specific deliverables:

1. Environmental Screening:
   • Conduct desktop investigations, visual inspections, stakeholder consultations, and mapping to identify environmental constraints and opportunities.
   • Produce an Environmental Screening Report to determine land suitability for upgrading activities.
2. Bulk Engineering Assessment:
   • Evaluate existing infrastructure capacity for water, sewerage, electricity, and stormwater systems.
   • Identify potential bottlenecks and gaps through desktop investigations, visual inspections, and stakeholder engagement.
   • Deliver a comprehensive report on infrastructure capacity and adequacy.
3. Geotechnical Assessment:
   • Review existing geotechnical data, conduct site inspections, and analyze terrain suitability.
   • Gather data from relevant organizations and verify terrain types in the field.
   • Produce a geotechnical report assessing land stability and suitability for infrastructure development.

All assessments will be executed concurrently, with separate final reports for each. The overall duration of the assignment is four weeks, with milestones aligned to deliverables and payment schedules.

Technical Requirements

General Technical Requirements

• Provision of suitably qualified and registered professionals, including environmental practitioners, civil engineers, geotechnical engineers, and other specialists as needed.
• Conduct desktop investigations, site visits, stakeholder consultations, and mapping using GIS and other spatial data sources.
• Identify environmental sensitivities, infrastructure capacity, geotechnical conditions, and land suitability.
• Produce detailed assessment reports for each discipline, including maps, analysis, and recommendations.
• Ensure compliance with relevant environmental, infrastructural, and geotechnical standards and regulatory requirements.

Specific Technical Tasks

1. Environmental Screening:
   • Review existing environmental data and maps.
   • Conduct site visits and field observations.
   • Create environmental sensitivity maps.
   • Engage stakeholders to verify regulatory requirements.
2. Bulk Infrastructure Assessment:
   • Inspect and review capacity of water, sewerage, electricity, and stormwater infrastructure.
   • Compare existing infrastructure capacity with projected demands for 5071 structures.
   • Identify potential capacity constraints and preliminary costings.
3. Geotechnical Assessment:
   • Gather geotechnical data from relevant authorities and literature.
   • Perform site inspections and terrain analysis.
   • Assess land stability and suitability for infrastructure and top structures.

Deliverables

• Environmental Screening Report, including maps and regulatory analysis.
• Bulk infrastructure capacity assessment report with findings and recommendations.
• Geotechnical assessment report with terrain analysis and land suitability conclusions.

Timing and Validity

The total duration of the project is four weeks, with milestones aligned to deliverables and payment schedules. The proposal must specify the earliest possible delivery period, and the validity of quotations should be up to 90 days.
