Objectives

The primary objective of this tender is to appoint a panel of three external water suppliers for a period of three years to supply, deliver, and off-load potable water across all University of Johannesburg campuses. The initiative aims to address water shortages by establishing reliable water supply sources, ensuring compliance with statutory standards, and maintaining water quality through regular testing and proper infrastructure management.

Scope

The scope of the tender includes:

• Supply, delivery, and off-loading of potable water to designated storage tanks across all UJ campuses: Auckland Park Kingsway (APK), Auckland Park Bunting (APB), Doornfontein (DFC), Soweto (SWC), and surrounding buildings.
• Provision of water on an ad hoc basis, with delivery within 30 minutes of request.
• Average delivery volume of approximately 800,000 liters per request per day.
• Ensuring water source is within a 50 km radius of the APK campus.
• Adherence to water quality standards and regular testing, with submission of water testing reports.

Technical Requirements

The technical specifications include:

• Compliance with statutory standards such as SANS 241, National Water Act, and Water Services Act.
• Provision of water testing reports and regular cleaning and testing of transport trucks.
• Availability of secure and adequate storage tanks and reservoirs capable of handling bulk orders of 1,000,000 liters.
• Operational capacity to deliver water within specified timeframes, with trucks registered and capable of meeting delivery volumes.
• Security measures to protect water plants and infrastructure from sabotage and tampering.
• Adequate water filtration systems and site-specific water quality testing facilities.

Skills and Experience Requirements

Applicants must demonstrate:

• Proof of business registration and operational address.
• Conformance to statutory water quality standards, supported by test reports.
• Ownership or rental agreements for water trucks and storage tanks, with capacity details.
• Relevant experience in similar water supply projects, supported by appointment letters, purchase orders, or reference contacts.
• Delivery history and reports of previous projects.

Additionally, bidders must meet minimum functionality points (70 out of 100) in technical evaluations and site inspections, including criteria such as proximity to APK campus, security, water source quality, storage capacity, and operational readiness.
