Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct an Ethics Risk and Opportunity Assessment Workshop and Survey for ERWAT. The aim is to strengthen and embed ethical values within the organization, promote ethical leadership and decision-making, and reinforce ERWAT’s zero-tolerance stance against fraud, corruption, and unethical conduct. The assessment will help develop an ethics management strategy, improve workplace behavior, and align ERWAT’s ethical standards with relevant legislation and frameworks.

Scope

The scope includes activities from phases 1 to 5, involving:

• Conducting workshops attended by management and staff to assess ethics risks and opportunities.
• Developing an Ethics Risk & Opportunity Register & Report.
• Delivering PowerPoint presentations and related documentation.
• Assessing the current ethical culture, leadership, workplace behavior, and conflict management.
• Developing an Ethics Management Strategy and Implementation Plan.
• Reviewing and aligning existing policies and codes of conduct.
• Providing project plans, reports, and other related documents.

Technical Requirements

The service provider must:

• Have a minimum of NQF level 8 qualification or higher in relevant fields such as Ethics, Risk Management, Internal Auditing, or Law.
• Hold recognized certifications such as Certified Ethics Officer, CIA, CRMA, CFE, ISO 37001, ISO 37301, or equivalent.
• Have extensive experience in ethics risk assessments, preferably in the public sector.
• Provide reference letters demonstrating previous ethics risk assessment work undertaken in the public sector.
• Achieve a minimum of 80 points in the functionality evaluation based on criteria such as experience, qualifications, and references.
• Submit detailed project plans, CVs, and organizational structure.
• Complete all required documentation, including CV pro-forma, reference letters, and project team details.

Skills Requirements

The successful bidder must demonstrate:

• Strong expertise in ethics, governance, and risk management frameworks (e.g., King IV, MFMA, National Treasury guidelines).
• Proven experience in conducting ethics workshops, surveys, and assessments within the public sector.
• Ability to develop and implement ethics management strategies and policies.
• Excellent facilitation, communication, and presentation skills.
• Capability to analyze workplace behavior, leadership, and organizational culture.
• Experience in developing training materials and conducting awareness sessions.
• Ability to produce comprehensive reports, strategic plans, and implementation frameworks.
